LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF MENTAL HEALTH & SUBSTANCE ABUSE SERVICES, WESTERN MENTAL HEALTH INSTITUTE, HARDEMAN COUNTY

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in business administration, accounting or related acceptable field and experience equivalent to five or more years of full-time professional fiscal services and/or auditing work, including at least one year of experience in the supervision of fiscal and/or auditing staff.
Substitution of Experience for Education: Qualifying full-time professional fiscal services and/or auditing experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years (e.g., experience equivalent to one year of full-time work in professional fiscal services and/or auditing may substitute for one year of the required education).
Substitution of Certificate or License for Education and Experience: Current certification as a "Certified Public Accountant" or a "Public Accountant" license with the State of Tennessee may substitute for the required bachelor's degree and one year of full-time professional fiscal services and/or auditing work, there being no substitution for the required supervisory experience.
Substitution of Graduate Education for Experience: Additional graduate course work credit received from an accredited college or university in business administration, accounting or related acceptable field may substitute for the required experience on a month-for-month basis to a maximum of one year, there being no substitution for the required supervisory experience (e.g., an additional 24 semester hours in one or a combination of the above listed fields may substitute for one year of the required non-supervisory experience).

Overview

The Psychiatric Hospital Fiscal Director 2 is responsible for managing and supervising the fiscal operations of a large or multiple state psychiatric hospitals. This role entails overseeing complex financial activities, preparing various financial reports, supervising accounting staff, and providing financial consultation to hospital administration. By developing budget projections, preparing budgets, and monitoring expenditures, this position ensures the financial health and compliance of the institution. The Psychiatric Hospital Fiscal Director 2 differs from the Psychiatric Hospital Fiscal Director 1 in that it involves directing fiscal services for larger or multiple hospitals.

Responsibilities

1. Manage all fiscal services for a large or multiple state psychiatric hospitals, ensuring efficient financial operations and compliance with regulations.

2. Lead the preparation of complex financial reports and documents for internal and external stakeholders, ensuring accuracy and transparency.

3. Oversee and evaluate the performance of professional and technical accounting staff, fostering a high-performing and cohesive team.

4. Track and control direct and indirect cost expenditures to ensure alignment with the hospital budgets and financial goals.

5. Develop budget projections, prepare budgets for the hospitals, and recommend modifications as needed to support financial stability.

6. Ensure all financial activities comply with federal and state laws, policies, and regulations, maintaining the highest standards of accountability.

7. Advise hospital administration on financial issues and recommend appropriate courses of action to support decision-making.

8. Coordinate contract activities to ensure compliance, accountability, and proper funding, enhancing the hospitals' financial efficiency.

9. Perform risk assessments to evaluate the effectiveness of internal financial controls and mitigate potential financial risks.

10. Identify and implement process improvements to enhance fiscal efficiency and effectiveness, driving continuous improvement in financial operations.
