Additional Schedule Information
Monday-Friday with the 24/7 availability due to the nature of the position. Will be required to work large events on campus including commencement and football games. Will also need to be able to travel across the state as needed.

Minimum Qualifications
Requires at least a baccalaureate degree in the field. Please contact your Human Resources office for an evaluation of education/experience in lieu of the required minimum qualifications.
Preferred Qualifications

  • A Master's degree in Emergency Management, Public Administration, Public Health, Planning, or a related field
  • Over ten years of relevant experience in emergency management, including supervisory responsibilities
  • Experience managing response to complex emergencies
  • Certified Emergency Manager (CEM) certification or the ability to obtain it within 18 months
  • Familiarity with the Incident Command System (ICS), the National Incident Management System (NIMS), and FEMA application and documentation procedures
  • High-level, complex project management experience with the ability to collaborate with multiple partners
  • Proven leadership skills in security and emergency preparedness, with the ability to integrate strategies and coordinate services with a broad range of participants
  • Experience developing and facilitating trainings and/or presentations on emergency management topics
  • Ability to respond to and manage emergencies of varying degrees 24/7, ensuring the university's preparedness and resilience
  • Strong organizational, interpersonal, verbal, and written communication skills
  • Proficiency in using emergency management tools and technologies, as well as Microsoft Office products


Position Summary
The University of Georgia Office of Emergency Preparedness ( OEP) provides a comprehensive emergency management program for the University of Georgia in order to save lives, protect property, promote continuity of operations and to reduce the overall effects of large-scale disasters. UGA Emergency Preparedness manages many high-profile programs, including the UGAAlert system, the Building Safety and Security Representatives program, emergency action plans for all buildings and sporting venues, campus AED/bleeding control kit programs, volunteer programs ( CERT/ MRC), and training and technical assistance on topics ranging from active shooter response to bleeding control and CPR training.
The Director plays a crucial role in supporting this mission by providing a supervisory, administrative and technical all hazards emergency planning approach to all units, divisions and properties owned, operated and leased by the University of Georgia. In addition to managing a team and supervising staff members, the Director ensures seamless campus and statewide technical programs and efficient handling of emergency preparedness functions. The Director also oversees and strategizes responses emergency response support for all UGA properties, including oversight of the UGA Emergency Operations Center, necessitating 24/7 availability.
Knowledge, Skills, Abilities and/or Competencies

  • Advanced expertise and knowledge in emergency management and preparedness; experience that demonstrates knowledge in ICS and NIMS
  • Possess excellent oral and written communication skills that include the ability to demonstrate good public/employee relationship skills
  • Capable of researching and collecting data for reporting purposes; and supervisory experience.
  • Ability to use and operate a personal computer in a Microsoft environment.

Emergency Preparedness Management and Oversight:

  • Supervising and providing technical guidance on various emergency preparedness issues (building emergency plans, event emergency planning, business continuity planning).
  • Overseeing the emergency management program for UGA's statewide properties.
  • Acting as the principal point of contact between UGA and the Georgia Emergency Management Agency and Federal Emergency Management Agency.
  • Managing the institution's emergency notification systems, mobile safety app, and situational awareness programs.

Training, Planning, and Preparedness:

  • Strategizing and overseeing the Campus Emergency Management Plan, UGA Athletics venue emergency plans, pre-disaster hazard mitigation plan, pandemic response plan, and other institutional emergency response plans.
  • Providing emergency planning and preparedness training classes at the institutional level, department level, and individual level across the University community.
  • Develop and facilitate emergency drills and exercises.
  • Providing technical assistance on the department and facility level for UGA locations in Athens and across the state for emergency planning and preparedness.
  • Manage the UGA lay-responder medical programs, including CPR, AED, and stop the bleed.

  • Serving as the primary liaison between UGA, various university departments, and GEMA on emergency planning matters.
  • Engaging in collaborations and committees at both campus and state levels related to emergency management and emergency planning.
  • Represents the university in policy discussions and contributes to the development of emergency management strategies.
  • Shares best practices with committee members to strengthen institutional emergency preparedness efforts.
