The Salvation Army Mission Statement:

BASIC PURPOSE

To give leadership to The Salvation Army units in their efforts to increase the safety of infants, children, youth, and vulnerable adults who participate in the units' programs and to train and develop protocols and training regimens to enhance the Protect the Mission & Elder Abuse Program for all levels of program participants and community members. The focus of this position is to be a resource for information and education to all staff for infant, child, and youth safety practices and to assist with dissemination and implementation of policies and procedures. To assist units with HIPAA privacy compliance efforts by providing information, education, and guidance as regards forms, policies and procedures.

PROTECT THE MISSION ESSENTIAL DUTIES AND RESPONSIBILITIES

Generally:



  • Organize and perform duties in a professional manner.
  • Conceive and create forms as necessary.
  • Create and maintain necessary databases and electronic and paper files.
  • Knowledge of and complete support for the mission and philosophy of The Salvation Army.


Protect the Mission - Child Safety & Elder Policy:



  • Maintain accurate, organized, complete, and functional files on field units and volunteers related to Protect the Mission & Elder Abuse Policy.
  • Plan, prepare for, and conduct training and informational sessions and workshops as related to Protect the Mission & Elder Abuse Policy. This will require travel to field units and public speaking.
  • Train Protect the Mission Child Safety Consultants(ongoing) preparing consultants to provide training to officers, employees, and volunteers and to conduct field assessments. Schedule training and assessments for trainees. Follow through with trainees to ensure assigned training and assessments are completed and correctly performed. Establish and coordinate the Division's training and assessment cycle with field officers and program administrators.
  • Disseminate, update, and maintain The Salvation Army Protect the Mission & Elder Abuse Policy materials at Divisional Headquarters and field unit levels, making sure it is in line with State of (California and Nevada) and Federal, and The Salvation Army mandates.
  • Schedule, coordinate and conduct Protect the Mission & Elder Abuse Policy assessment on an annual/bi-annual basis or more frequent basis if necessary, to insure that all programs and facilities comply with Del Oro Division and Territorial standards.
  • Work directly with on-site staff to be sure that corrective measures are implemented as required following assessment.
  • Review and monitor all Notices of Concern (NOC's) for the Del Oro Division consulting with supervisor regarding necessary action and additionally consulting with the Human Resources Department for any incidents that include employee involvement.
  • Lead or assist, as necessary, with investigating and following through with complaints/incidents.
  • Maintain library of material and resources.
  • Assemble materials for training programs and for guidance of training instructors.
  • Process, monitor & review all criminal background checks on volunteers who work with or near children and/or vulnerable adults and report "hits" back to each unit.
  • Assist with seasonal employee background check processing and reviews.


VOLUNTEER DUTIES & RESPONSIBILITES



  • Coordinate aspects of volunteerism for the Division
  • With the help of the Director of Portfolio Data Management, oversee the volunteer recruitment database, to coordinate volunteer opportunities across the division.
  • Facilitate volunteer training and educate corps staff on how to use the volunteer data base.
  • Assist the Corps and Programs in determining their volun needs and help them develop job descriptions as appropriate.
  • Develop a process for recruitment, registration, background checks and implementation volunteers.
  • Create material to be used for recruitment and general community outreach.
  • Access current and new systems for working with volunteers(database and documentation) and determine how to create a more centralized system to accomplish same, i.e., screen, interview, train, assign, trach and evaluate volunteers.
  • Create and maintain a data base for volunteer records to track significant information, such as addresses and contact info, as well as relevant statistics, i.e., number of volunteers, number of new volunteers, and number of hours worked.
  • Attend and participate in staff and committee meetings as requested.
  • Work closely with Director of Corporate Engagement to ensure Divisional volunteer needs are addressed



EMERGENCY DISASTER SERVICES



  • Ensure and track volunteer sign up.
  • Schedule volunteers on Signupgenius.com for disaster response opportunities and ensure shifts are filled.


KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS

Experience:



  • 1.Minimum of 3 years of related office administration experience and 2 or more years of experience planning and implementing projects.




    • Prior experience with training presentation to adults.


    Other:



    • 1.Bilingual (English/Spanish) preferred.
    • 2.Familiarity with The Salvation Army's policies and procedures would be preferred.
    • 3.Protect the Mission Consultant training is required at time of hire.
    • 4.A valid California Driver's License and insurable driving record,
    • 5.Must be willing to travel.


    Skills/Knowledge:



    • Knowledge of standardized but moderately complex procedures and operations requiring training and experience.





      • Filing and organization skills.
      • Proficient in all MS applications (Word, Excel, Access, Publisher, and PowerPoint).





    • Written and oral communication skills sufficient to meet the daily expectations of the job assignment.
    • Comfortable with in-person and telephone contacts.


    Responsibility:



    • Direct, but supervised, impact on program or cost decisions. Work is done under general supervision; advice and assistance are not always readily available.
    • Matters dealt with are governed by procedures or policies that are established in general terms, but with some latitude for interpretation.
    • Decisions and actions on difficult problems are subject to approval beforehand.
    • Responsible for preliminary investigation preparation and reporting to The Salvation Army THQ Risk Management.


    Organization:



    • Excellent organizational skills.
    • Must be responsive,organized,detail-oriented,self-motivated, and able to work independently.

    • Must maintain professional, courteous and cooperative manner with all Territorial(THQ),Divisional(DHQ) and Field personnel and outside contacts and demonstrate respect and a positive attitude toward them at all times during the workday.
    • Must be a team player, take initiative and be flexible in assisting others and to the best of the employee's ability, ensure accurate and timely during work hours.
    • Must demonstrate dependability by establishing an acceptable and regular work pattern and by limiting personal business during work hours.

    Other Information:



    • This position has access to confidential and private information. It is essential that confidentiality and privacy be observed.
    • May walk or stand on varied surfaces. May require work outdoors in all types of weather conditions. Stooping, kneeling, bending, stretching, standing, walking, manual dexterity, hand-eye coordination, driving a vehicle, pushing, pulling, lifting and carrying up to 40 pounds unassisted.
    • Requires long periods of sitting at a desk using a personal computer and telephone. While performing the duties of this job, the employee is regularly required to sit, use hands to finger, hand or fall objects, tools or controls, to talk or hear, reach with hands and arms. Specific vision abilities required by this job include close vision, and distance vision.
