Job Description:

The Contracts and Procurement Administrator is responsible for leading activities associated with procurements of equipment, material, goods, and services. The position supports data collection and generates reports. This position is located in Chico, CA.

Essential Job Functions

  • Leads activities associated with procurements of equipment, material, goods, and services.

  • Supports the development of processes, procedures, tools, templates, and systems for economic, efficient, and consistent procurement of goods and services.

  • Oversees, tracks, and monitors purchase requests (requisitions and change orders).

  • Leads project bidding events using Bonfire software including responding to RFIs.

  • Supports PSS manager to identify gaps including monitoring of project bidder interest by regions and work category/discipline to ensure a healthy vendor pool.

  • Supports vendor onboarding.

  • Leads post-bidding event contracts and bond workflow management through purchase requisition request development and purchase order issuance.

  • Completes direct purchase activities associated with routine equipment and material purchases.

  • Tracks and manages procurement support request tasks including upkeeping support metrics to track the team's support level-of-service and performance.

  • Supports in the development of needed reporting.

  • Supports in executing project accounting processes in PeopleSoft (invoices, receipts, etc).

  • Serves as liaison to the Procurement department and facilitates awareness of procurement policies.

  • Works with the Project Support Service Manager to identify contract needs and coordinate development with Cal Water internal legal department.

  • Researches, analyzes, and interprets complex data and derives trends and conclusions.

Minimum Qualifications:

  • High school diploma or General Education Development (GED) equivalent.

  • Proficiency in all job-related software and hardware.

  • Properly plans, prioritizes, and documents work.

  • Technical knowledge and ability needed to complete job assignments and to train newer technicians to complete job assignments.

  • Valid California Driver License.

Knowledge/Ability:

  • Ability to research, interpret, and analyze information and problems, evaluate alternatives, and derive trends, sound conclusions, and recommendations.

  • Proficient with Powerplan, Peoplesoft, Bonfire, AVETTA, MS Project Online, and Smartsheet.

  • Proficient with Microsoft Office applications to create spreadsheets, presentations, and Word documents including Outlook, Word, Excel, PowerPoint, Visio, and SharePoint.

  • Journey-level knowledge of general project delivery and management.

  • Basic knowledge of water or wastewater systems and assets.

  • Basic knowledge of company operations and facilities.

  • Knowledge of company standards and procedures relating to job functions.

  • Ability to understand and write policies, procedures, and instructions.

  • Must be well organized and able to manage multiple tasks with competing deadlines.

  • Ability to communicate well with others, both verbally and in writing.

  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

  • Demonstrated troubleshooting and problem-solving skills.

  • Demonstrated time management and organizational skills.

  • Demonstrated excellence in customer service practices and telephone communication etiquette.

  • Ability to communicate and maintain effective working relationships with those contacted in the course of work.

  • Exercises good judgment to prioritize assignments and work in order of urgency and sensitivity.

  • Participates in the development of long-range vision, mission, and strategic planning processes for the Capital Delivery.

Salary Range: $43.23 - $55.28
