Overview

Nakupuna Solutions is looking for a Communications Coordinator. The EUR-IO/EX/GSD Professional Support Services team ensures the operational effectiveness of the Bureau of European and Eurasian Affairs (EUR) and the Bureau of International Organization Affairs (IO). These services provide comprehensive administrative, analytical, and programmatic support that enables both bureaus to carry out their diplomatic, foreign policy, and international development objectives efficiently and effectively. By supporting day-to-day operations, facilitating interagency coordination, and ensuring compliance with Department of State policies and procedures, these professional services help maintain the continuity and integrity of overseas posts and Washington-based offices.



Responsibilities

The EE Communications Coordinator provides critical organizational, technical, and administrative support to enhance information flow, staff onboarding, process coordination, and knowledge management within the office. The role focuses on improving internal systems for efficiency, ensuring timely and accurate communication, maintaining institutional knowledge, and supporting personnel through various operational processes. It also involves close collaboration with staff on ongoing tasks and special projects, contributing to both strategic initiatives and day-to-day operations. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. The ideal candidate will:

    Develops organizational processes and digital platforms to enhance the efficiency of gathering and disseminating information to and from the Office of Eastern European Affairs (EUR/EE), leveraging current and emerging technological innovations.
  • Ensures accurate capture, organization, retention, and accessibility of all information flowing into and out of EUR/EE in accordance with Records Management Guidelines.
  • Oversees the timely input and distribution of EUR/EE's daily products, including the Virtual Vespers, Official Informal to Embassy Kyiv, and Overnight Notes.
  • Onboards new staff by ensuring that essential information is current and readily accessible, including updating onboarding checklists, read-in materials, and reporting submission templates.
  • Updates the SharePoint site daily and trains new staff on its use to ensure that current events, collected files, and historical information are intuitively organized and accessible to EUR/EE personnel.
  • Coordinates EUR/EE's bidding processes by serving as the primary point of contact for bidders, maintaining bidder information in an accessible format for panel members, and verifying that open positions are accurately reflected in the Centralized Leadership Council (CLC) system.
  • Manages and coordinates the employee evaluation (EER) process within EUR/EE to minimize the technical burden on staff.
  • Develops and maintains a contacts management system, in coordination with the Front Office, to ensure continuity and preservation of both internal and external contact information despite staff turnover.
  • Supports staff with special projects and tasks as needed, including drafting diplomatic notes, securing appointments, and scheduling.
  • Serves as an advisor and backup to the Leahy Vetters embedded in the bureau, providing support as required.


Qualifications

Skills/Qualifications: The ideal candidate has a thorough understanding of the theories, principles, and practices of U.S. foreign policy objectives and programs, enabling them to assess the relevance and implications of foreign affairs developments on human rights and democracy issues within the region. They bring extensive knowledge of regional issues, events, and developments that influence the formulation and execution of U.S. foreign policy. This includes familiarity with foreign affairs information sources, organizational structures, and analytical processes necessary to effectively apply a full range of information resources in support of the Department's objectives. The candidate is recognized for their subject matter expertise and their ability to analyze and evaluate complex conditions affecting U.S. foreign policy. They demonstrate the capability to provide informed advice, guidance, and consultation to senior officials on the interpretation and application of analytical findings. Additionally, they are adept at establishing liaisons across the Department of State and the broader foreign policy community to facilitate critical information exchange. Strong oral and written communication skills are essential to develop and present analyses, offer policy guidance, solicit input, defend proposals, and negotiate agreements effectively.

Education and Experience:

  • Master's degree or equivalent, along with a minimum of one (1) year of relevant professional experience;
    OR
  • Bachelor's degree or equivalent, along with a minimum of two (2) years of relevant professional experience;
    OR
  • Over fifteen (15) years of relevant professional experience, including at least five (5) years of in-country experience in Ukraine.

Clearance: Possession of an active TOP SECRET/SCI security clearance, or an active TOP SECRET clearance with the ability to obtain a TOP SECRET/SCI clearance required.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $85,000.00 to $95,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
