Position Overview
Primary Purpose of Position |
The payroll tax accountant is responsible to perform a variety of complex accounting tasks that accurately calculate employee and employer taxes by maintaining payroll tax deductions, filings, and reconciliations for accurate payroll records. Providing guidance concerning federal and state tax withholding and reporting of payments made to individuals who are not U.S. residents ensuring accurate tax compliance with the Internal Revenue Service (
IRS), North Carolina Department of Revenue (
NCDOR), and United States Citizenship and Immigration Service (
USCIS) regulations, including tax treaty analysis and Form 1042-S reporting. Managing payroll tax deductions and reconciliations while maintaining accurate payroll records.
This position is also responsible, but not limited to:
- Responsible for managing and ensuring compliance with the tax laws and regulations governing the paid wages to non-citizen employees. Position essential for minimizing tax liabilities and ensuring efficient and compliant operations.
- Managing duties for multi-state tax regulatory requirements ensuring accurate deduction from pay, timely filing and payment to the prospective state/agency. Preparing returns and payments not prepared by UNC System Shared Service.
- Administer social security and Medicare tax compliance for NRA, student and eligible federal employees.
- Reviews and researches employee tax issues.
- Perform year-end duties in preparation for W-2 and 1042-S tax distribution for non-citizen employees.
- Timely process of the state annual unemployment tax payment.
- Assist the payroll reconciliation team with investigating any payroll errors related to area of expertise for resolution.
- Carry out system testing for implemented upgrades and/or adapted changes.
- Complete other special tax projects as assigned.

Primary Function of Organizational Unit |
The University Payroll Office is organized as a unit within the Division of Business and Finance with direct reporting responsibilities to the Assistant Vice Chancellor for Business and Finance/Comptroller. The University Payroll Office has functional responsibility for all NC A&T State University payrolls, and the accounting functions related to payroll. Payroll is responsible to administer timely and accurate payments adhering to federal, state and university regulations that result in salary compensation for pay distributed via direct deposit or check, and to reconcile and remit certain benefits and other deductions. The Payroll Office is also responsible for ensuring that the University maintains full conformity with tax compliance rules and regulations governing wage payments to foreign national employees. |
Minimum Requirements |
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in accounting; or Associate's degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |

Preferred Qualifications
- Bachelor's degree in Accounting, Finance, or related field. CPA or certification in payroll or tax accounting is a plus.
- 2-5 years of experience in international and payroll tax accounting or payroll administration, with a focus on foreign national and multi-state tax laws and compliance regulations.
- Strong understanding of federal, state, and local payroll tax regulations (e.g., FICA, FUTA, state unemployment, state income taxes).
- Strong understanding of U.S. tax laws related to foreign nationals and non-resident aliens (IRS Forms 1042, 1042-S, 8233, etc.).
- Familiarity with tax treaties and the ability to analyze their impact on tax withholding and reporting.
- Ability to effectively communicate with internal teams, tax authorities, and auditors, and provide clear and concise information related to payroll tax records.
- Ability to manage and organize large volumes of records, both physical and electronic, ensuring compliance with tax retention requirements.
- Proficiency with tax software (e.g., OneSource, Sprintax, Thomson Reuters) and payroll systems.
