Job Description

Torch Technologies is seeking a Manpower and Personnel Systems Test Specialist to join a team supporting the 96 Cyberspace Test Group (96 CTG) at Eglin AFB, FL, as a tester responsible for developmental testing of Command and Control (C2) systems. The 96 CTG is responsible for the Developmental Test & Evaluation (DT&E) for Department of Defense (DoD) C4ISR, Cyber, and Electronic Warfare (EW) programs from development through sustainment.

Responsibilities:

This position requires a highly motivated individual with experience in manpower and personnel duties.




  • Conduct and manage testing of Air Force and Joint warfighter C2 systems with a specialization in personnel and operational management systems (e.g.; JOPES, DCAPES).



  • Conduct data analysis and apply knowledge of engineering technology. These tasks include test and evaluation, test support, logistics, sustainment, operations analyses, technical studies, and various analyses and support activities including program/system security.



  • Assist in the development of test objectives/criteria, performance measures, test phase entry/exit criteria, analysis of design constraints, functional capabilities, and metrics.



  • Support Developmental Test and Evaluation (DT&E), Operational Test (OT), Force Development Evaluation (FDE), Risk Reduction Testing (RRT) and certification for test readiness. Identify deficiencies, verify compliance with specifications and standards, and assess stability of various system configurations.



  • Support senior engineers when interacting with System Program Offices, other military services, and development contractors.



  • Prepare, execute, review, and analyze test plans, procedures, metrics, and reports throughout the software development life cycle. Develop and write methods of tests, Concept of Operations (CONOPS), test cases, test objectives/procedures, test directives, technical or letter reports, analysis and review of requirements, test strategies, and other test process documents as required in the conduct of testing.



  • Coordinate schedules, pre-and post-test activities, logistics of test planning, and test results.



Job Requirements

Required Qualifications:




  • Master's Degree in an applicable field. A Bachelor's degree plus 10 years of experience; or 12 years' experience may be substituted in lieu of degree.



  • Prior experience or knowledge on C2 systems targeted to personnel, logistics or operational planning system applications such as the Deliberate and Crisis Planning and Execution System (DCAPES), Joint Operations Planning and Execution System (JOPES) with the competency to learn other C2 systems including Air Operations Center (AOC) Weapon System (WS) operations and integration.



  • Relevant experience in one of the following: personnel, logistical, or operational force level planning assignments.




    • Data Management: Maintaining and updating information within DCAPES, including personnel, equipment, and operational requirements.



    • Document Preparation: Creating and maintaining documents that support operational planning and execution, such as deployment orders and contingency plans.



    • Planning Support: Assisting planners with developing, comparing, and prioritizing alternative courses of action.



    • System Expertise: Utilizing the DCAPES system to access and transact with joint planning and execution data.



    • Force Management: Managing sourcing, scheduling, and deployment of personnel and resources.



    • Accountability: Maintaining strength accountability of deployed forces.





  • Adept at managing data, preparing documents, and assisting with the overall planning process for various missions.



  • Proficiency in the use and integration of MS Office applications



  • Must be able to effectively communicate orally and possess technical writing skills



  • Must be able to obtain/maintain Secret clearance - US Citizenship





Preferred Qualifications:




  • Understanding of developmental test and evaluation processes, specifically - acquisition program development and detailed knowledge of Air Force C2 test methodologies including AFI 99-103. Familiarity with Design of Experiments



  • AGILE Software Development testing. AGILE test design, execution and reporting as part of DevOps and continuous testing



  • Ability to interface with prime contractors developing the system under test (SUT) regarding test objectives, schedules, budgets, and methods of test
