Description

Assistant Program Director of D/ID Residential

HOURS: 40.0 hours per week

SHIFT: Monday-Friday; daytime hours w/ on-call responsibilities

Position Summary

The Assistant Director of Residential Services is responsible for managing residential operations and providing oversight in the ID Residential system. The Assistant Director of Residential Services will directly supervise Site Managers. Additionally, the Assistant Director of Residential Services role will be responsible for the new employee onboarding and the overall employee experience.

Duties and Responsibilities

* In partnership with the Division Director of Intellectual and Developmental Disabilities and Director of Compliance and Program Development, creates and oversees implementation of program budget ensuring that operations occur within budgetary limits.

* Partners with Human Resources and Director of Compliance and Program Development

to develop and implement Policies and Procedures to maintain compliance with all regulatory bodies, including internal policies within COMHAR. Develops working knowledge of PA State 6100 and 6400 regulations.

* Establishes working relationships with the Office of Developmental Programs, County Offices, Support Coordination Agencies, and related external service providers, either directly, or through delegation.

* Provides oversight for all residential components of ID Residential, including all employees and individuals in residence.

o Direct Supervision of the Assistant Residential Directors.

o Direct Supervision of program's Nursing Supports.

* In partnership with Human Resources, recruits potential candidates for employment and always ensures adequate coverage by qualified staff.

* Manage oversight of Residential onboarding and annual training

o Develop and implement a New Hire Orientation experience that adequately prepares team members for their roles in the residential system, including training and knowledge/skills evaluations.

o Support the employee engagement process during employees' initial 90-days of employment.

? Partner with program's administrative and leadership teams to develop and implement an employee engagement process for newly hired employees.

? Partner with HR in development and administration of annual employee satisfaction survey

* Partner with COMHAR Maintenance Department to ensure that all residences meet regulatory expectations and are always license-ready.

* Responsible for ensuring accurate employee time approval process.

* Ensures that program documentation is completed for each individual across all shifts.

* Ensure that all medical/dental/psychiatric appointments occur within the time frames identified in the regulations

* Responsible for the implementation of Behavior Support Plans

* Provides oversight for the admission screening and negotiations regarding referrals, transfers, and discharges, including maintaining the program census.

* Maintains a safe and therapeutic environment for all participants and employees.

* Ensuring completion of all required inspections, fire drills, and observance of safety standards

* Completes annual performance evaluations for employees.

* Seeks additional internal and external training resources when necessary. Partners with Director of Resource Coordination to ensure that regulatory and organizational training requirements are satisfied.

* Other duties reasonable and related to this position as directed by related supervisor.

Requirements

* Bachelor's degree in a human service-related field required, Master's Degree preferred.

* At least (5) years progressively responsible work experience in a supervisory/managerial role within an ID Residential system that demonstrates growth and/or advancement in complexity, difficulty, or level of responsibilities.

* Hands-on experience working in an ID Residential (Chapter 6400) program.

* Valid PA State Criminal, FBI (based on residency outside of PA), Child Abuse clearances.

o Clearances must be updated every 3 years per COMHAR policy.

* CPR w/AED & First Aid certification required within 90 days of hire.

* Valid driver's license required. (Must be able to move about COMHAR service areas throughout the day to provide appropriate oversight and coordination and meet job duties as needed and required.)

* Physical examination including TB Test.

* Medication Administration Certification (must complete training within 90 days of hire).
