Senior Global Employment Specialist

Gatehouse Administration Center

Description

Performs the full range of professional duties required to plan, develop, and implement global staffing strategies, with a primary focus on facilitating alternative teacher licensure pathways in Virginia and overseeing the comprehensive recruitment, placement, and onboarding of international candidates; supports human resources administration, including the performance of complex and sensitive activities; manages large-scale and long-term human resources projects; coordinates grant-funded initiatives; and serves as a strategic resource for the regions, schools, and departmental staff, as well as vendor partners.

Qualifications

Required

  • Any combination of education and experience equivalent to a bachelor's degree in human resources, school administration, or a related field.
  • Four (4) years of experience in human resources, education, international staffing, and/or related field, some of which may have been in a project management role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • May be required to work evening and weekend events.
  • Knowledge of best practices in recruitment strategy design, including application workflows, interview coordination, and onboarding processes.
  • Knowledge of the theory, procedures, and practices of one or more of the fields of human resources.
  • Knowledge of Virginia teacher licensure regulations, including alternative licensure pathways such as provisional, career switcher, or reciprocity routes.
  • Familiarity with the principles and methods of public human resources administration and educational institution organization.
  • Knowledge of the Division's organization, mission, rules, and regulations.
  • Ability to appropriately apply local, state, national, and international laws related to employment.
  • Thorough understanding of U.S. immigration laws and processes related to the employment of international candidates (e.g., H-1B, J-1 visas).
  • Familiarity with project management practices.
  • Proficiency in the use of technology.
  • Ability to collaborate with internal and external stakeholders, including school administrators, legal counsel, and third-party vendor partners, to support strategic staffing initiatives.
  • Ability to evaluate and refine HR processes to improve efficiency, compliance, and candidate experience.
  • Ability to communicate effectively, both orally and in writing.
Preferred
  • Master's degree.
  • School-based administrative experience or similar leadership position overseeing instructional hiring.
  • Experience in recruiting, sponsoring, and onboarding international candidates within a K-12 or higher education environment.
  • Professional educational license or certification as a human resources professional.
  • Ability to demonstrate cultural competence and effectively engage with individuals from diverse backgrounds, particularly in the context of international recruitment and onboarding.
