Description The Chief Quality Officer (CQO), HSCSN/Community and Population Health is responsible for establishing and overseeing implementation of the Quality Management (QM)/Quality Improvement (QI) strategy for Health Services for Children with Special Needs (HSCSN) health plan, the Pediatric Health Network (PHN), and related Community and Population Health entities. This includes HSCSN's Quality Assessment and Performance Improvement (QAPI) Program and related QM activities under The District's Child and Adolescent Supplemental Security Income Program (CASSIP). The CQO provides leadership necessary to achieve annual objectives and goals for planned clinical and non-clinical programs, initiatives, and measurement activities, including evaluation of the effectiveness of these activities. The CQO champions QM/QI principles and processes to HSCSN/Community and Population Health associates and external stakeholders to support optimal health outcomes and satisfaction for enrollees, patients, and families.
Qualifications Minimum Education
Bachelor's Degree (Required)
Master's Degree Business, public health, or related field (Preferred)
Medical Doctor (M.D.) (Required)

Minimum Work Experience
5 years Experience in ambulator or clinical setting (Required)
3 years 3-5 years of experience as Medical Director or experience working in health plans (Preferred)

Required Skills/Knowledge
Demonstrated knowledge and experience with clinical quality management and improvement concepts, techniques, processes, and outcome measures.
Proficient in Model for Improvement and Lean or demonstrate the ability to quickly acquire those skills.
Knowledge of QI collaborative methods of learning and participation on a collaborative team preferred.
Experience working with HEDIS and CAHPS specifications and methodology.
Demonstrated proficiency in data analysis and use of data for decision making.
Leadership attributes (strategic thinking, the ability to drive business change, sharing of organizational goals, leading multidisciplinary groups).
Ability to multi-task, excellent organizational skills, and effective communication and presentation skills.
Knowledge in process redesign techniques and skills, problem solving, change management skills.
Knowledge and experience in population health and care management strongly preferred.
Familiarity with the Institute for Health Care Improvement Collaborative Improvement Model and other quality/performance methodology.
Requires an understanding of health care operations, pediatric office workflows, practice based quality initiatives, governmental and regulatory programs and third party payer programs (Meaningful Use, Patient Centered Medical Home, NCQA Quality Guidelines, etc.).
Experience and proficiency with an Electronic Medical Records platform is preferred.
Experience and proficiency in understanding and managing the patient and family perspective in pediatric care.
Must possess excellent interpersonal skills to facilitate multidisciplinary improvement teams and negotiate conflict.
Requires ability to manage sensitive issues, complicated problems, and consensus building.
Excellent oral and written communication and presentation skills needed.

Functional Accountabilities
Quality Management/Quality Improvement
  • Leads the health plan's quality management (QM) strategy, ensuring alignment with Community and Population Health entities.
  • Collaborates with leaders at Children's National Hospital (CN) to align QM/QI strategies and initiatives.
  • Works with committees and working groups to design and implement quality improvement initiatives aligned with the mission of HSCSN, PHN, and across the Community and Population Health portfolio.
  • Plans, directs and facilitates improvement initiatives based on concepts of improvement science.
  • Oversees the HSCSN Quality Assessment and Improvement (QAPI) Program, Annual Quality Work Plan, and Annual QAPI Program Evaluation.
  • Leads NCQA accreditation activities.
  • Oversees evaluation of the effectiveness of clinical and non-clinical QM initiatives, including clinical Performance Improvement Programs and organizational Quality Improvement Initiatives.
  • Provides consultation and direction to stakeholders on performance improvement methods and initiatives.
  • Supports attainment of quality performance measures in value based provider contracts, through participation in joint operating committees and internal workgroups and other activities.
  • Oversees QM data analysis and quality reporting activities.
  • Conducts regular meetings with PHN practices to evaluate clinical outcome metrics, identify gaps in performance and recommend action plan for improvement.
Leadership and Oversight
  • Chairs the Quality Management Oversight Committee, co-chairs Quality Council or other committees, as required.
  • Supervises QI coaches and teams.
  • Provides strategic clinical leadership support for the DHCF Quality Department, and supports the Senior Director of Quality and Accreditation in representing HSCSN to DHCF for QM programs and initiatives.
  • Oversees HSCSN performance on deliverables to DHCF and its external quality review organization (EQRO).
  • Oversees compliance of the QM Department with Federal and District regulatory requirements and specifications of the CASSIP contract.
  • Convenes internal and external stakeholders to develop, implement, evaluate, and recommend improvements to QM programs and initiatives.
  • Oversees appropriate HSCSN representation to community organizations and quality-related committees within the District, including the DHCF QI Collaborative.
  • Provides operational support to the Chief Medical Officer for the oversight of the quality of clinical care rendered to Enrollees.
  • Reviews appeals of non-coverage decisions of the HSCSN CMO.
  • Reviews credentials of providers when the HSCSN CMO has a potential conflict of interest or otherwise designates.
  • Oversees Risk Management function of health plan, including Co-Chair of HSCSN Appeals and Grievances Committee, Co-Chair of the Enrollee Safety and Risk Management Committee.
  • Participates as a member of the HSCSN, PHN, and Community and Population Health Executive Teams.

  • Serves as a resource on quality indicators, best practices, national quality initiatives, and other quality indicators to improve outcomes.
  • Direct improvement through use of a data driven approach, using benchmarks when available.
  • Identifies, designs and implements new processes to continually improve patient care and services.
  • Promotes and directs initiatives to improve patient outcomes.
Other
  • Maintains knowledge level and ability related to continuous quality improvement through review of relevant peer reviewed publications, conferences, and networking with other hospitals.
  • Assists with interdepartmental management of service delivery issues;.
  • Performs other duties as assigned.
