Position Summary

The primary duty of the Program Analyst is to apply a general knowledge of developing internal controls, auditing, administration, coordination and reporting in compliance of Distribution Engineering's Purchase Order portfolio; as well as consolidated reporting and analysis of Distribution Engineering's Capital and Operating budgets, including comprehensive reviews and analysis of specific capital projects and programs across all of Distribution Engineering.

Tasks and Responsibilities

  • Preparation and analysis of monthly and quarterly performance reports regarding actual and projected costs, adherence to schedules, and payments of Distribution Engineering's Purchase Order portfolio. Maintain historical records of all documentation.

    * Implement planning, review, control, startup execution and closeout processes, and engage in process improvement activities.

    * Audit existing expenditure and ensure billed costs are aligned suitably.

    * Revise, monitor, and exercise configuration control of Purchase Order and project documents.

    * Support briefing and project development with senior management.

    * Develop and execute reporting procedures to present project status and work valuation and track contract deliverables.

    * Responsible for providing analytical support for various projects, programs, and/or portfolios.

    * Assist in budget analysis and financial analysis; drafting financial reports for distribution programs, process improvements and selected distribution projects to ensure the successful execution and customer satisfaction.

    * Manage multiple projects in various phases, simultaneously, and work with cross functional teams to assure projects and programs are delivered within budget.

    * Conduct regular business reviews with Distribution Engineering managers and leadership to communicate the progress and any obstacles to progress to success.

    * Monitor contract tasks showing burn rates, projections, and assist with the preparation of draft documentation in support of project planning.

    * Alert and communicate to the Sr Director of any issued identified which may be in non-compliance with CPS Energy business practices.

    * Assist with compilation of monthly and milestone-specific progress reports and the preparation of briefs for meetings, attend program reviews, meetings, and deliveries.

    * Develop schedules and document and track action items.

    * Apply a general knowledge of project management principles, tools and skills to provide detailed cost and schedules reviews, audits, controls and reporting on various projects.

    * Lead regular performance meetings with all functional managers to develop and validate reporting input.

    * Assist in the development of interfacing with various software programs as needed, contribute to the research, development and documentation efforts for the implementation of project control procedures.

    * Gather information from various sources, compile data, and prepare reports and presentations for administrative and programmatic activities.

    * Establish and maintain databases, dashboards, files and tracking systems.

    * Work with other team members to evaluate and implement system process enhancements utilizing new technical approaches and perform analysis of process improvement initiatives for conformance and compliance.

    * Perform analytical work such as schedule and resource projections to include dashboard analysis.

Minimum Skills
Minimum Knowledge and Abilities
Programmer/analyst experience in a field supporting and providing technical and analytical solutions.
Relative experience in program/project management for Operational Units.
Extensive knowledge of programmer/analyst experience in a field supporting and providing financial and operational solutions.
Experience working with moderately complex data.
Understands processes and procedures in specialized field.
Exceptionally strong analytical and problem solving abilities.
Ability to multi-task various critical work assignments in a fast-paced environment in a professional manner.
Ability to effectively manage sensitive and confidential information.

Preferred Qualifications

  • Masters degree or relevant Certification.
  • Extensive experience with administration of applications.
  • Extensive knowledge and experience in Microsoft Excel.
  • Proficient in SAP and Microsoft Project.
  • Relative experience in supporting utility construction & maintenance.

Minimum Education
Bachelor's Degree in Information Technology, Computer Science, Environmental Science, Accounting, Finance, Business Administration, Economics, Engineering, Math, the Natural Sciences, or other quantitative field from an accredited university or related area; proven working experience may be used in lieu of degree

Working Environment
Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment. Ability to travel to and from meetings, training sessions or other business related events.

Physical Demands
