Responsible and accountable for all administrative, technical and personnel matters required for the efficient and high-quality operation and management of inpatient phlebotomy services. Has the responsibility for development, interpretation and application of section policies and procedures and is administratively accountable for both capital and operating budget development.

Responsibilities

  • 1. Manages and directs the daily operations of inpatient phlebotomy, including work schedules, maintaining proper staffing, and supervising the daily work activities of staff.
  • 2. Responsible for hire of all personnel, administration of performance appraisals, compensation, promotions, transfers, termination and disciplinary action.
  • 3. Responsible for maximizing employee engagement through counseling, facilitating, meetings and employee survey action planning.
  • 4. Responsible for overseeing Quality Management. Includes proficiency in generating, reviewing, and presenting quality data, reviewing and acting upon all quality metrics and using various statistical metrics to monitor staff competency.
  • 5. Responsible for maintaining regulatory readiness at all times. Has intimate and current knowledge of the requirements of all regulatory agencies including CAP, CLIA, DPH & JCAHO.
  • 6. Responsible for maintaining the operating budget within the expense base. Provides timely feedback on all budget variances.
  • 7. Ensures adequate supplies and sound inventory control within budget parameters. Assess items for non-salary savings.
  • 8. Assures provision of exceptional customer service, develops and implements customer service strategies to assure exceptional customer service is provided.
  • 9. Ensures effective lines of communication exist between the laboratory and all inpatient units.
  • 10. Monitoring, investigating and responding to customer matters as related to job responsibilities.
  • 11. Represents the Department of Laboratory Medicine on hospital ad-hoc committees/projects as required.
  • 12. Maintains continuing education to improve management effectiveness. Continually looks for opportunities to improve operations and quality.
  • 13. Performs other administrative duties within the department as necessary including cross coverage in other departments as needed.

Qualifications

EDUCATION

Bachelor's degree in laboratory science, biological sciences or healthcare-related field of study is preferred. Will consider demonstrated leadership experience in lieu of the degree requirement.

EXPERIENCE

Three to five years of Managerial, Technical, or Professional experience in a Laboratory setting is required. Previous phlebotomy experience strongly preferred.

LICENSURE

ASCP certification and/or phlebotomy certification preferred.

SPECIAL SKILLS

Excellent organizational verbal and written communication skills. General knowledge of laboratory quality assurance. Working knowledge of regulatory requirements for laboratories. Working knowledge of phlebotomy. The ability to work as a member of a diverse team is essential.
