Overview

The Sierra Lobo Rocket Technology and Engineering Services II (RTES II) contract provides advise and assist services (A&AS) at the Air Force Research Laboratory (AFRL) at Edwards AFB, California. AFRL conducts rocket propellant and rocket propulsion research, as well as developing associated test processes and facilities.

The Chief Integrator Program Manager will support the Government Portfolio Lead and manage a portfolio of projects to support Aerospace rocket engine and missile motor RDT&E for the Air Force Research Laboratory (AFRL) at Edwards AFB, California. The Program Manager will coordinate program/project milestone reviews and provide high-level advisory insights of cost, schedule, and performance across the portfolio to AFRL senior leadership and external stakeholders. The Manager will also support development of roadmaps, plans, and strategies for the portfolio.

Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

This position will be located at Edwards AFB, CA.

Responsibilities

Project and Portfolio Management:

    Plans and manages a portfolio of projects while working with internal and external stakeholders at all levels to define business and technical requirements, develop and manage budgets and schedules, and measure and report on performance.
  • Provides oversight and insight into cost, schedule, performance across portfolio.
  • Prepares portfolio programmatic summaries for communication with leadership.
  • Serves as PM for new programs/projects prior to full staffing.

Strategic Planning and Acquisition Strategy:

  • Coordinates and develops strategic plans, approaches, and messaging.
  • Prepares, maintains, and reviews programmatic documentation and processes needed at the Portfolio level.
  • Supports preparation of Acquisition Strategy for new activities prior to program/project staffing.
  • Develops and maintains stakeholder maps and communications strategies.


Qualifications

Position Requirements:

  • Air Force program management experience of at least 10 years.
  • Familiar with propulsion system research and development, including solid rocket motors, liquid engines, and in-space propulsion.
  • Ability to communicate professionally and effectively to senior leadership and internal and external stakeholders.

Education:

  • A bachelor's degree from an accredited university in a scientific discipline, preferably physics, aerospace, or engineering. Master's degree preferred.

Preferred Qualifications:

  • AFRL experience.
  • Experience managing high-visibility Department of Defense project funding.
  • Extensive experience in the field of rocket propulsion research and development.

Mandatory Conditions of Employment:

  • Must be a US citizen.
  • Selectee will be subject to a background investigation prior to onboarding.
  • Selectee must obtain a DoD security clearance.
