Job Summary:

The Human Resources Director will work to build a supportive, positive, efficient, engaged, and inclusive work environment by offering human resource services and consultation to employees and management. Reporting to the Vice President of Human Resources and working as a member of a dynamic and driven Human Resources team, the Human Resources Director is responsible for oversight and delivery of the Talent Acquisition, HR Operations, Employee Relations and Benefits and Compensation functions. The Human Resources Director will serve on the Strategic Leadership Team at Rise.

Essential Functions:

Talent Acquisition:

  • Direct the work of HR team member who completes the day-to-day operations of employee recruitment
  • Proactively grow candidate pipeline through traditional and innovative sourcing methods including social media, community relationships and other emerging technology-based methods.
  • Research and maintain documentation of sourcing and recruiting methods used by successful competitors and other companies involved in recruiting from the same talent pool and implement those strategies which are a good fit for Rise.
  • Set team talent acquisition performance goals and metrics, timelines and a formal tracking process to measure and manage progress.
  • Manage Rise's internship program, including leading the internship cohorts and directly supervise HR Department Interns.

HR Operations and Employee Relations:

  • Maintains compliance with federal, state, and local employment laws and regulations and best practices; reviews policies and practices to maintain compliance. Conducts compliance reporting as required by state and federal agencies (AA/EEO, Pay Equity, and others as assigned). Maintain drug testing policies and procedures.
  • Act as point person for employee complaints/concerns, disciplinary items, and other actions that may be required to ensure employee engagement, compliance, and satisfaction.
  • Serve as HR Consultant to supervisors in addressing team member performance issues and documenting concerns. Serve as the HR point of contact for conducting detailed investigations, as needed. Provide expertise on policy questions and problems relating to human resource functions.
  • Partner with subject matter experts on the HR team to develop streamlined processes, formalizing protocols, and creating documents/checklists for employee life cycle including promotions, exits/ terminations, leaves of absence, and hiring for all employees.
  • Partner with Rise's management teams and the HR team on preparing job descriptions and conducting position classification review.
  • Partner with Senior Leadership to develop employment policies and procedures, employee notices, employee handbooks, and salary benchmarking and recommendations.
  • Serve as the point of contact for the HR Team for Rise's learning management system (Relias), and partner with the Quality Assurance department on Rise's training requirements and process for all positions.
  • Prepare, facilitate, and/or conduct training sessions for Rise team members or management as needed.
  • Participate in the annual budgeting process.

Benefits and Compensation:

  • Manage benefit administration including but not limited to: participating in benefit meetings with Rise's broker and senior leadership, managing the Open Enrollment process, researching and proposing competitive updates to Rise's benefit plans, managing Rise's Affordable Care Act Compliance and oversight of all benefit compliance including ERISA requirements.
  • Oversee the application of Rise's compensation structure including applying job evaluation techniques to establish equitable compensation rates within the organization as compared with rates in industry, conducting surveys and studying labor markets to determine compensation trends, providing guidance and making recommendations to front line managers on compensation issues and offers to candidates and interprets laws regulating compensation practices.
  • Serve as escalation point for complex unemployment and/or worker's compensation claims. Represent Rise in hearings or disputes as needed.

Leadership:

  • Directly supervise members of the HR team including directing and reviewing work, establishing realistic plans, and ensuring high performance of the team.
  • Participate in Rise's strategic planning process by contributing relevant data and ideas.
  • Serve on Rise's strategic leadership team by partnering with program leadership on HR related initiatives and strategic plan tactics

  • This job operates primarily in remote work environments and Rise's office environment.

Required Education, Experience, and other Qualifications

  • Bachelor's degree in HR, business or related field
  • 5+ years of Human Resources experience, including prior experience in talent acquisition/ recruiting.
  • Knowledge of relevant local HR regulations and issues; core understanding of HR risk management familiarity with relevant HR systems
  • Exemplary judgment, discretion and professionalism
  • Exceptional interpersonal and communication skills; credibility with leadership
  • Strong team and people leadership
  • Strong problem-solving and multi-tasking capability
  • Ability to handle highly sensitive and confidential materials
  • Ability to build a strong network across functions and to act in partnership to get things done

  • Must be available to work in office two or more days per week.
  • Valid driver's license and compliance with Department of Human Services and Motor Vehicle Record background check required

Preferred Education, Experience, and other Qualifications

  • Prior supervisory experience strongly preferred
  • HR Certifications such as PHR or SHRM, preferred
  • Prior nonprofit or social services organization industry experience
