The Fairfax County Park Authority (FCPA) is seeking a Financial Reporting & Budget Manager to be a part of one of the most highly regarded park systems in the country. Under direction of the Senior Fiscal Administrator, Management Analyst IV, this position administers the Park Authority's annual budget in multiple funds and for the management and oversight of capital funding processes, reporting, and associated project budget tracking. Responsibilities include coordinating with business office branch (BO) staff on the management of all budget accounting processes in accordance with Generally Accepted Accounting Principles (GAAP), the Government Accounting Standards Board (GASB), county and finance guidelines and managing the complex fiscal processes and associated reporting for the department's capital projects. Also is responsible for oversight of agency audits and producing the Annual Comprehensive Financial Report (ACFR) and assists the Senior Fiscal Administrator in coordinating the preparation and submission of highly complex and diversified financial reports of the Fairfax County Park Authority. Additionally, supervises staff responsible for agency financial reconciliations, financial statements, proffers, work performed for others (WPFO), accruals, capital project budgets and approval of agency expenditure funding request.
Overtime may be required to meet deadlines.

- Prepares or oversees the preparation of large, complex agency budget;
- Oversees a group of financial staff performing complex work;
- Assists the Fiscal Manager with development and annual compilation of the annual, quarterly, and carryover budgets;
- Directs all budgeting, purchasing, and payment activities for a specialized area of grants management, accounts payable/accounts receivable, or financial operation;
- Assists in the development and implementation of fiscal management and accounting procedures for the agency;
- Maintains financial policies and procedures and has direct oversight of audits;
- Coordinates and oversees audit processes;
- Prepares grant proposals and reports;
- Ensures compliance with all applicable Federal, State and County regulations and procedures.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy, or related field; plus, four years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.
PREFERRED QUALIFICATIONS:
- Master's degree in financial related field, CPA, or equivalent work experience.
- Ten years' experience in budget and oversight of multiple funding sources (bond, grant, capital, operational and revenue).
- Advanced proficiency in MS Office Suite applications.
- Advance proficiency using SAP or similar ERP financial systems.
- Ability to download and manipulate data from SAP, data warehouse and PEAQ.
- Experience with Virginia local governmental accounting and budget processes.
- Experience within local or state government.
- Three years' experience developing and producing Annual Comprehensive Financial Report (ACFR)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and credit check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Ability to remain seated at desk for long periods of time. Generally sedentary with walking and lifting up to 10lbs. Must be able to effectively communicate in person and writing. All duties may be performed with or without reasonable accommodations.
