Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $115,000.00 to $125,000.00/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $94,400.00 to $176,800.00/year.

Brief Summary of Job Duties:
The Deputy Fire Marshal is responsible for fire and life safety compliance for new and existing facilities (Title 24 and Title 19). Reports directly to the Campus Fire Marshal. Represents the Fire Prevention Division (FPD) as the Designated Campus Fire Marshal (DCFM) per the State Fire Marshal's (SFM) Memorandum of Understanding (MOU). Represents the Campus Fire Marshal in the absence of the DCFM.
Required Qualifications:
- BA/BS and/or equivalent combination of education and previous work experience in the area of fire prevention, fire inspecting and/or fire/life safety Bachelor's Degree
- A minimum of five (5) years of recent full-time experience in performing a combination of fire prevention inspections, plan review with an emphasis on life safety systems and construction inspection for an agency responsible for fire and life safety code and regulation enforcement.
- Thorough knowledge and skill in applying and interpreting California Title 19 and Title 24 regulations, standards, and guidelines.
- Thorough knowledge and skill in applying and interpreting the California State Fire Code requirements.
- Strong written and oral communication skills.
- Strong analytical abilities, organizational skills, and knowledge/experience in program development, communication, & customer service.
- Ability to work independently under general guidance.
- Proficient in MS Word, PowerPoint, and Excel.
Preferred Qualifications:
- 4-6 years ICC plan review certificate preferred or equivalent in education and experience.
- State Fire Marshal Plans Examiner Courses.
- Fire inspector series courses.
- Professional certification.
Special Conditions of Employment:
- Completion of State Fire Marshal accredited Fire Inspector and Plans Examiner Level 1 series classes within 1 year of employment.
- Must be willing to work and respond to various emergencies.
- Must be able to lift up to 50 lbs.
- Must be willing to work and respond to emergencies involving potentially hazardous chemicals and radioactive substances.
- Able to work nights and weekends.
- Required to hold a valid driver's license, have a driving record that is in accordance with local policies and procedures, and/or enroll in the California Employer Pull Notice Program.

Job Functions and Percentages of Time:
- 85% Title 24 New Construction Review and Inspection - Ensures compliance with California Fire Code requirements and the provisions of the memo understanding between the Office of the State Fire Marshal and the University California Office of the President. Provides technical support to the campus Building Official, project design teams, project managers, and inspectors as required. Coordinates and monitors approvals for small projects through the Physical Facilities Brief Form process. Works with Santa Barbara County Fire Department for fire access, approval of new projects and inclusion of all Santa Barbara County Fire Standards and California Fire Code requirements. Conducts construction site field inspections and monitors for site safety and recommends remedial action as required. Coordinates the fire prevention division T-24 plan review program related to project compliance, develops and updates the campus design standards and specifications. Provides subject matter expertise in conjunction with other environmental health and safety divisions for specific technical requirements related to Construction. Organizes and supervises Specialty inspections for acceptance testing of new fire protection equipment and systems, provides code analysis and interpretation, technical direction, conducts fire and life safety inspections. Works closely with project design teams ensuring that proper fire and life safety requirements are incorporated into all new and renovated facilities. Manages all aspects of the MOU mandated plan review and construction inspection program also known as the title 24 program. Responsible for reviewing, approving construction documents and retention of project records including closeout documents for all new construction, remodels and renovations. Assists in the development and revising design standards for campus life safety systems. provides fire and life safety technical assistance to Design Facilities and Safety Services in planning, design and construction inspections. Utilizing the facilities management intranet system and representing environmental health and safety or the DFSS contract review and approval process. manages the divisional recharge program. In conjunction with Life Safety Services and appropriate subcontractors, witnesses and verifies acceptance testing of life safety systems for code compliance and functionality for official acceptance on behalf of the California State Fire Marshal and the University of California Santa Barbara. Provides quarterly and annual updates on the T-24 program activities. Other duties as assigned.
- 10% Title 19 Existing Building/Life Safety Review & Inspection - Supports the daily activities of the Comprehensive Fire Hazard Abatement Program aka, Title 19. As a DCFM, assigns work and provides direction to the Fire Inspection Team only if the Campus Fire Marshal is unavailable. Develops Campus inspection schedule, provides governance and quality control oversight of inspection program to include, generations of finding reports, escalation of significant items noted, corrective action closure and development of management inspection performance reports.
- 5% Other Duties As Assigned - Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with University policies, and staff personnel policies. Participates in major/minor event planning and provides event oversight regarding fire and life safety. Supervises and coordinates FPD technical support to the emergency planning committee and emergency operation center. Oversees unit customer services, interacts with Campus stakeholders and troubleshoots operational issues that arise and serves as a liaison for local agency and emergency response activities.
