Solid Ground currently runs eight programs in suburban Ramsey and Washington Counties and housing over 660 individuals annually. East Metro Place 1 provides 20 units of transitional housing. East Metro Place II provides 14 units of permanent supportive housing. Our mission is to prevent and end homelessness for families with children in the communities we serve through housing, resources, and opportunity.

Wages and Benefits

$65,000 - $70,000 annual salary range; Paid vacation time, sick time, plus ten paid holidays and two floating holidays; competitive health, dental, and vision insurance; health savings account (HSA), and options for flexible spending accounts (FSA). There is employer paid basic life insurance with the option for additional coverage paid by the employee. The employer pays for Accidental Death and Dismemberment (AD&D) and short and long-term disability insurance. SG sponsors a retirement plan with automatic enrollment at 3% and a 3% employer match after one year of service, plus immediate vesting.

A Typical Day in the Life...

This position is on-site at East Metro Place Monday-Friday with some evening hours required. A typical day as Solid Ground's Site Based Program Manager provides an opportunity to develop, implement, and evaluate the East Metro Place program and services and provide leadership to direct service staff. Responsibilities will include the following:



  • Directing recruitment procedures to ensure an occupancy rate of 95%.
  • Overseeing services for all EMP participants and supervising EMP Family Advocates, ensuring quality services.
  • Serving as a liaison with the County and other contract/funding sources to recruit eligible families for Solid Ground housing.
  • Managing program referrals and eligibility requirements to stay in compliance with funding sources.
  • Overseeing staff coordination of applications and move-ins/move-outs for all program units.
  • Coordinating with Property Management to ensure new applications are processed and submitted in a timely manner.
  • Working with Property Management on repairs to units and buildings, ensuring building safety, and addressing tenant concerns and issues.
  • Overseeing services for EMP children and youth participants and supervising EMP children's services specialists and tutor program and parent education coordinator, ensuring quality programming.
  • Creating, implementing, and maintaining on-site group programming and events for residents.
  • Creating and sustaining positive community partnerships.
  • Conducting regular case reviews with the East Metro Place staff.
  • Overseeing the EMP program budget, tracking spending, and making changes as necessary.
  • Ensuring that staff maintain timely and accurate participant files and develop clear Goal Plans with each participant to identify and document participants' goals and progress.
  • Compiling statistics needed for reports to both the agency and funders.



Who You Are



  • You have a Bachelor's degree in Human Services, Social Work, or a related field; plus at least three years of experience in a social service advocacy position, or you have a combination of education and experience providing equivalent knowledge.
  • You have a minimum of two years of supervisory experience.
  • You have knowledge of the human services nonprofit sector; experience working in a nonprofit setting is preferred.
  • You understand and are committed to the 'Housing First' philosophy and Trauma-Informed practices.
  • You have knowledge of and are committed to advancing diversity, equity, and inclusion.
  • You have the ability to effectively communicate and work with diverse populations to encourage full participation in Solid Ground programs.
  • You have knowledge of poverty, domestic violence, mental illness, chemical dependency, affordable housing, and other issues affecting program participants to ensure that programs and services meet participants' needs.
  • You have the ability to manage multiple priorities to ensure work is completed in a timely and productive manner.
  • You have the ability to work respectfully as a team player.
  • You show initiative when problem-solving and are solution-based.
  • You are skilled in motivational interviewing.
  • You demonstrate the ability to maintain a program budget.
  • You have knowledge around laws governing rental housing.
  • You have knowledge of community resources and/or have the ability to learn area resources.
  • You are skilled in crisis intervention.
  • You have the ability to travel to various locations for day and evening meetings and events.
  • It is preferred if you have an LSW or MSW.
  • You have a valid driver's license, access to reliable transportation, and the ability to meet Solid Ground's driving record requirements. (Please note that if the license was not issued in the state of Minnesota, you have 60 days after becoming a Minnesota resident to apply for your Minnesota driver's license or permit. This is not applicable for new hires living out of state.)
