Job Description Summary

The role leads and drives the overall Health, Safety, and Environmental program for the facility. It is a pivotal role in defining safety culture while supporting the leadership team onsite and the team members ensuring safety is always top priority. Acts as an individual contributor in the "hands on" support of the ongoing Operations and Maintenance functions and serve as the HSE subject matter expert to inform and guide local decision making. Support the site leadership team in defining and delivering continuous improvement in HSE processes and results in the development and execution of process and/or equipment improvements.

Job Description

  • Be onsite HSE expert.
  • Manage Basic Safety Process.
  • Obtain & maintain environmental permits.
  • Routinely review HSE operations to confirm compliance.
  • Implementation/compliance with applicable regulations and corporate standards.
  • Provide training on HSE requirements.
  • Stay knowledgeable on regulatory requirements.
  • Manage HSE projects as necessary such as site remediation, waste minimization.
  • Negotiate with regulatory agencies as necessary.
  • Assure that HSE procedures are current and adequate.
  • Assure that emergency plans, spill plans or similar are adequate and current.
  • Provide incident investigation for accidents and spills.

Principal Accountabilities:

Health, Safety and Environment

  • Works safely, maintains a safe work environment, delivers, and attends safety training and other related meetings.
  • Actively manages and drives all HSE programs, Industrial Hygiene, Occupational Safety and Process Safety, Environmental Operations (water treatment processes and water quality, air quality, and waste management) and compliance, Fire Protection, Transportation, Training, etc.
  • Provides leadership to site specific safety processes including Safety Steering Committee, etc.
  • Knows all Elementis HSE policies and procedures and serves as a local subject matter expert and guide on their understanding and execution...with special emphasis on chemical safety and compliance.
  • Knows, understands, and guides compliance with all pertinent HSE regulatory standards (laws, rules, and regulations from OSHA, EPA/TCEQ, etc.).
  • Audits plant processes to ensure compliance with Elementis and regulatory standards.
  • Reports all incidents immediately; serves as a communication conduit for the site relative to HSE incidents and/or exceedances; coordinates local incident management, root cause investigation and analysis, and corrective action management.
  • Serves as the main Elementis HSE resource/contact with respect to community and regulatory relations relative to HSE-related processes and needs.
  • Acts as a liaison between HR and Operations with respect to Worker's Compensation and Return-to-Work programs.
  • Supports facility security and risk management activities.

Production support:

  • Oversees and directly manages the operation of environmental control processes and equipment. Keeps Operations and Maintenance functions informed as to the status and needs of these processes.
  • Serves as a technical HSE subject matter expert regarding HSE requirements for plant processes and equipment.
  • Serves as an HSE resource for the site and secures additional HSE resourcing support if/as needed (either within Elementis or via contract).
  • Conducts field work specifically associated with HSE process management and compliance directly in support of ongoing Operations and/or Maintenance activities (i.e., auditing, permitting, etc.).

Plant records:

  • Collects, compiles, analyses, and manages documents related to HSE compliance processes.
  • On behalf of the Site, reports as required to both Elementis corporate functions as well as regulatory organizations.

Quality:

  • Supports the Quality function with respect to the management of hazardous materials and laboratory environmental control equipment and processes.

Training:

  • Defines HSE related training needs for the employees at the site.
  • Delivers HSE training individually and manages the HSE CBT training curriculum.
  • Monitors and champions site performance and compliance relative to HSE training expectations.

Additional Job Description

Position Requirements

Education: BS in Occupational Safety, Environmental Science, Engineering, Chemistry, or a related field is preferred

Experience: 5+ years of HSE Manager experience is preferred, but combination of recent relevant education and experience will be considered

Special Requirements and Independency: Excellent written and verbal communication skills.

Traveling Required: 0-10%

Proficiency with Microsoft Office products (Excel, Word, PowerPoint, Outlook, Teams) Managing databases such as Velocity and JDE or similar ERP software

Language Skills: able to read and write in English

Physical Requirements: Must be able to walk, climb stairs and wear personal protective equipment as required. Must be able to wear a respirator and self-contained breathing equipment. Frequent work in outdoor conditions.

Work 8-to-10-hour day shift with occasional nights, weekends, and inclement weather.
