Pay Rate:

The annual base salary range for this position $80,500 - 109,250. Please note that the salary information is a general guideline only. About the Role:

The 2021 National Defense Authorization Act (NDAA) mandates independent cost estimates for legacy programs every five years as part of Sustainment Reviews. The Air Force Cost Analysis Agency (AFCAA) periodically conducts independent cost estimates and non-advocate cost assessments (NACAs) of Operations and Support costs to inform acquisition decisions. NACAs are similar to independent cost estimates in terms of scope, function, and expectations.

This position requires cost estimating professionals with specific knowledge and experience in technical and cost analysis. The expertise, skills, and abilities of the selected candidate are critical for the success of the task order at each experience level. Required deliverables include independent cost estimates, complete with supporting documentation and briefings for the Cost Review Board, as well as post-product support and drills when necessary.

Deliverables must include an Excel cost model, a PowerPoint briefing summarizing the estimate using the AFCAA/FMCY division template, and Word documentation as required. The Journeyman Cost Estimator will also support necessary product reviews before the Cost Review Board, according to a schedule determined by the government, and provide all draft models and documentation upon request.

Additional Responsibilities Include, but are not Limited To:



  • Demonstrated progressive experience in cost analysis principles and concepts
  • Experience in major weapon systems procurement, as well as operations and support cost estimating
  • Proficient in statistical analysis, cost risk, and uncertainty modeling
  • Experience in budget formulation, affordability analysis, and cost-benefit analysis
  • Ability to define problems, develop approaches, and identify resources and methods for solutions
  • Stay current on industry trends, regulatory changes, and advancements that could influence cost estimates
  • Perform other duties, as assigned.


Experience Requirements:



  • In-depth technical knowledge of aircraft sustainment for both past and current platforms, including an understanding of system product support options and the associated cost elements impacted by different support strategies. A working knowledge of logistics related to aircraft systems is also required
  • Minimum of 2 years of focused experience in cost estimating for Air Force or Department of Defense programs
  • Strong understanding of drivers and patterns in Operations & Support (O&S) cost estimates
  • At least one completed O&S cost estimate with oversight
  • Knowledge of proper inflation and price escalation application in cost estimates
  • Proven experience using the AFTOC database or similar system, with the ability to independently extract and apply data without assistance


Education Requirements:



  • Bachelor's degree required in finance, accounting, business, or a related field


Other Required Skills & Abilities:



  • Advanced proficiency in Microsoft Excel
  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
