DESCRIPTION OF WORK

As a Capital & Debt Junior Analyst, your primary focus will be to support the Commonwealth's capital financing and debt management efforts. Work includes assisting with bond issuances, maintaining records of outstanding debt, monitoring the cash flow of bond funds, reviewing budgetary releases for capital projects, and contributing to the development of the Governor's Executive Budget related to capital expenditures and public debt. You will have the opportunity to play a key role in ensuring the efficient use of debt financing to support infrastructure and other capital investments, while maintaining compliance with financial and budgetary policies. Additional responsibilities include assisting with:
- Developing and evaluating the Commonwealth's Capital Facilities Fund cash flow analysis
- Maintaining the Commonwealth General Obligation debt service database and related spreadsheets
- Developing and drafting materials and documents for bond and short-term borrowings
- Collecting data and preparing the required calculations
- Reviewing and posting capital bond fund releases
- Collaborating with Commonwealth financial advisors in preparation for bond issuances
- Collecting, monitoring, and interpreting quantitative and qualitative SAP data

- Full-time employment
- Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) full-time, with occasional in-office days when work dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Further details can be provided during the interview process.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Successful completion of the Executive Budget Associate training period; or
- One year as a Budget Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- An equivalent combination of experience and training.
Additional Requirements:
- You must be able to perform essential job functions.
