THE POSITION

DESCRIPTION OF WORK

The Watch Supervisor is responsible for guiding a team of Watch Officers in overseeing conditions throughout the Commonwealth. This role involves collaborating with county emergency management, identifying incidents and emergencies, assessing the circumstances, and relaying critical information to PEMA leadership to enhance situational awareness. As the frontline team, you will play a crucial role in constructing a comprehensive understanding of the situation, evaluating its implications, and informing relevant agencies, counties, and emergency management partners who can contribute positively to the response efforts. You will engage with a diverse range of systems and communication technologies, while also having the opportunity to train, develop, and strengthen your team. With the support of PEMA Operations, you will be an integral part of a broader team committed to effective disaster response and recovery for the residents of the Commonwealth.

Work Schedule and Additional Information:

  • Full-time employment
  • Employee will be scheduled for three 12.5 hour shifts per week in a regular two week repeating pattern.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Telework: You will not have the option to telework in this position.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will receive the minimum starting salary listed on this posting. The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years of experience as an Emergency Management Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor's degree; or
  • An equivalent combination of experience and training that includes two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military.

Special Requirements:
  • This position will require possession of an active motor vehicle license.
  • All positions require certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within six months of hire:
    • IS-100.C: Introduction to the Incident Command System
    • IS-700.B: An Introduction to the National Incident Management System
    • IS-800.D: National Response Framework, An Introduction
    • IS-2200: Basic Emergency Operations Center Functions

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
