Job Summary:

Is responsible, with support from the PTL/TM, for setting CSA's technical benchmarks at levels which meet the requirements of our accreditation while keeping CSA competitive in the market.

In collaboration with the PTL/TM, they provide a high level of timely technical support and leadership within their designated area. They ensure that CSA Group services globally are delivered consistently using a combination of training, technical oversight, thorough documentation and effective communication of technical decisions and interpretations.

Makes technical decisions based on a high level of knowledge, training and professional experience to maintain the integrity of CSA's global certification programs. Act as a backup to the PTL (as applicable) in various activities including but not limited to, technical support, staff training, participation in assigned Standard committees.

Working Relationships:

  • Reports directly to the Sr. Manager, Field Evaluations & Verifications. for direction and performance evaluation.

  • Maintains a dotted-line reporting relationship with the PGM or Technical Manager, to be determined on case-by-case basis

  • Provides technical mentorship to Certifier levels I, II, III, and CS, fostering a culture of learning and growth.

  • Peer relationships: PTLs, Certification Specialists, Certifiers, Lab Technicians, Administrative Staff, CU Representatives, Clients, Customers, and Network Partners

Dimensions:

  • Supports the Product Group Manager (PGM) with team needs such as mentoring, training, and managing complex projects.

  • Adheres to metrics for utilization, on-time completion, and turn-around times as established by the Manager in cooperation with the Technical Manager (TM).

  • Ensures the completion of Technical Tasks as delegated by the TM/PTL, in agreement with the direct Manager.

  • Timeliness, quality, and pragmatism of responses/resolutions and interpretations to technical issues raised by internal and external staff.

  • Timeliness and efficacy of communication of industry information from standard meetings/certification scheme activities back to internal stakeholders.

  • Timeliness of issuing Technical Requirement Documents (TRDs) announcing publication of new or updated standards along with the provision supporting technical gap analysis as required.

Principal Duties & Responsibilities

Operations:

Understanding the Business

  • Handles a wide spectrum of projects including those that are complex generating high revenue levels.

  • Perform certification, attestation and TIS work, as well as providing mentoring, conduct witness testing and audits of client testing facilities.

  • Provides necessary guidance to certifiers I, II, III, CS and Lab Technicians to ensure proper application of requirements.

  • Accountable for including the PTL or Certifiers in product / technical discussions that are unique to CSA or to the experience of the individual. This aids the PTL and Certifier to further advance consistency of practices and to provide guidance at the front-end of the process.

  • Performs other duties as assigned by the PGM or Team Lead.

Working Well with Others

  • Evaluates products at the customer facility. Witnesses' tests performed by the customer on their products. Evaluates construction of products. Reviews customer test methods. Ensure all test equipment are within guidelines.

  • Evaluates and qualifies companies in the administration of the CSA Category Certification Program and evaluates and qualifies companies in the administration of the CSA Shared Program or other agency programs.

  • Liaises with customer in design stage to ensure requirements of national / international standards are met without compromising confidentiality.

Customer Experience

  • Works with the commercial unit to support current clients and develop new client opportunities to support growth.

  • Explains the different product certifications programs available to clients and the requirements for control of production.

  • Is able to explain test rationale and outcomes to customers or support Engineers / Customer Service Team to support the delivery of evaluation and test results to the end customer.

Delivering Results

  • Keeps the Product Group Manager / Team Lead or informed of project status as required, pointing out major problems and non-compliance.

  • Able to consistently maintain very high productivity while managing multiple projects with on-time and on-budget performance.

  • Actively looks for efficiencies (continual improvement) and can demonstrate changes made to laboratory operations that have delivered productivity gains year on year.

Concern for Safety

  • Responsible for completing all assigned HSSE training and courses and understanding the content and applicability to their role.

  • Supports HSSE-related initiatives by providing good quality input and improvement suggestions.

  • Responsible for understanding the Emergency Response Procedures available and how to comply with requirements to ensure personal safety and the safety of others.

Technical Management:

  • Maintains a Subject Matter Expert (SME) level of knowledge and uses it effectively to support the business.

  • Develops an SME level knowledge of designated business areas through collaboration with the PTL/TM, and as required by active participation in relevant strategic standards committees, interacting with other industry SMEs, reading books/journals/research/white papers, and monitoring industry news and forums, attending technical workshops and conferences, etc.

  • Provides technically sound, pragmatic, and concise responses to technical questions and requests for interpretation. Responses are provided in a timely manner with a focus on supporting the smooth delivery of project work.

  • Works with the PTL/TM, on the development and maintenance of technical requirements including the creation of innovative solutions for multi-disciplinary technologies/products that are not addressed by currently published requirements.

  • With support as required resolves technical disputes (internal and external) between stakeholders including; CSA staff, customers, competitors, and external authorities/regulators.

  • Reviews, assesses, and audits staff engaged in certification work to ensure technical consistency and competence across the organization and the network members.

  • With or without PTL/TM support as applicable develops training materials and may deliver and/or arrange for training of technical staff in the assigned product/standard area under the direction of, and in support of, Operations and Technical Training and Qualifications Team.

  • With or without PTL/TM support as applicable completes accreditation tasks e.g. new qualifications and equipment lists related to updates standards or new standards.

Supports growth of CSAs business and influence in the industry.

  • In collaboration with the PTL/TM is able to identify the importance of industry information/intelligence and passes it on to appropriate CSA stakeholders (usually the CUs or TM leadership) quickly and effectively.

  • Support CU/Marketing business development activities through creation/review/delivery of white papers, marketing material, webinars, and presentations at tradeshows and industry forums.

  • May be asked to provide training to CU staff and/or customers.

Setting and maintaining technical benchmarks. Ensuring benchmarks are achieved consistently across CSA's global operations.

  • In the absence of a PTL sets technical benchmarks for qualifications, programs, and technical requirements. Those benchmarks must be created and actively maintained at a point which:

  • Meets the accreditation requirements and intent of the standards/relevant rules.

  • Ensures that CSA provides a competitive offering to the market.

  • Is in line with any specific CSA leadership defined risk profile (if applicable).

  • Assists the PTL, or with support from the TM, ensures adherence to benchmarks through:

  • Review, assessment, and audit of CSA staff and the network members.

  • Creation and delivery of training.

  • Creation of PT/ILC and support with outlier investigations.

  • In the absence of a PTL and with support from the TM acts as the prime technical authority for the assigned product/standard area(s) and provides consistent global technical direction.

  • With or without PTL/TM support as applicable communicates interpretations and pertinent decisions to all global stakeholders in a timely and transparent manner (together with the necessary technical rationale and explanations).

  • With or without PTL/TM support as applicable communicates any new or revised requirements or scheme/program rules defining the implications these changes might have on current work processes or on any necessary test and measurement equipment.

  • Identifies and acts upon opportunities to more formally align staff using Tech Notes.

Developing technical competence and improving global competence depth

  • Develops and delivers training for technical staff with support and guidance from the Technical Training and Qualifications function and the PTL/TM.

  • With or without PTL/TM support (as applicable) provides timely qualification of staff by conducting pre and post-hire technical interviews as appropriate. Provides clear feedback on the results along with a defined path to close any gaps in the event of a near pass interview.

  • Actively promotes and fosters an open and inclusive technical discussion in CSA Group's internal technical forums.

  • Drives continuous learning of other senior technical staff by ensuring that technical questions are funneled through them prior to reaching RTL level.

  • Supports Technical Training and Qualifications with the development and maintenance of the CSA Group training system.

Develop, maintain, and support company accreditations, expansion, initiatives, projects, processes, procedures, supporting mechanisms.

  • With or without PTL/TM support (as applicable) works with Quality, Accreditations, and the CU to ensure CSA Group fulfils the necessary accreditation and regulatory requirements to provide our desired services to our clients.

  • In collaboration with stakeholders in Operations and the CU creates and maintains effective and efficient programs.

  • Creates and maintains classes.

  • Assists the PTL or with support from the TM in updating QDs as appropriate.

  • With or without PTL/TM support (as applicable) develops interim certification requirements (ORDs), Tech Notes, prepares Notices, Information bulletins, and other documentation to support the certification process.

  • With or without PTL/TM support (as applicable) creates and updates the necessary Test Report Forms and Raw Data Tests Sheets for testing products within the scope of the assigned product/standard area(s) as well as create required test equipment lists for these area(s).

  • With or without PTL/TM support (as applicable) supports the gaining of new, and update of existing, accreditations by; creating standard gap analysis, developing and delivering training, reviewing equipment lists and test procedures, conducting pre-audits, and supporting NC resolutions.

Promoting and driving safety

  • Ensures a high level of expertise with safety practices when interacting externally.

  • Provides technical input in the creation and maintenance of Job Safety Analysis' (JSAs).

  • Proactively takes on the role of a 'fresh set of eyes' for the identification and reporting of HAZARDs during visits to CSAs global sites and laboratories.

  • Responsible for completing all assigned HSSE training and courses and understanding the content and applicability to their role.

  • Supports HSSE-related initiatives by providing good quality input and improvement suggestions.

  • Responsible for understanding the Emergency Response Procedures available and how to comply with requirements to ensure personal safety and the safety of others.

Supporting CSA standards division

  • Supports standards research activities as required.

  • With or without PTL/TM support (as applicable) Assist in the creation of strategic seed documents in support of TICs strategic goals or by special request from Standards.

Preferred Education &Experience

  • Bachelor's degree in engineering with 8 years or equivalent of related experience or Engineering Technologist/Technician diploma or Certified Engineering Technologist/Technician, Licensed Trades with 8 years or equivalent industry experience

  • Strong knowledge of respective product group Standards and CSA Certification processes (e.g. CSA, UL and IEC standards and variety of test procedures).

  • Knowledge of laboratory instruments (including operating principles) understands calibration requirements as well as general laboratory procedures.

  • Excellent interpersonal and communication skills, written and oral.

  • Presentation skills are essential.

  • Strong organizational, time, and project management skills.

The typical hiring range for this position in California is $95,000 - $125,000 USD; however, based on a variety of considerations (such as education, licenses, certifications and/or, experience,) CSA Group reserves the right to flexibility outside of the stated range.
