Duties, Responsibilities & Other

Essential Duties and Responsibilities:

    Comply with all KCI policies and procedures
  • Report directly to the NEPA Practice Leader and/or Project Specific Manager
  • Manage work routine of all assigned staff and assign job activities as required
  • Support mentoring and training of Level I, II and III NEPA Planners and Interns within the practice
  • Communicate and work effectively within large multi-disciplinary consultant teams.
  • Stay abreast of current trends and practices with memberships in NAEP and APA (TRB participation is encouraged)
  • Read and interpret technical documents required for effective job performance
  • Conduct site visits and observe/gather project scoping data when applicable
  • Consult with and coordinate interdivisional requests including survey, geotechnical, environmental, structural, traffic, etc. as required by the project
  • Review federal, state and/or local agency data as required and prepare/direct the preparation of research summaries
  • Develop roadway, transit and shared use path line and grade alternatives using (but not limited to) Bentley Open Roads and Open Roads Concept Station.
  • Support the development of preliminary and conceptual level cost estimates.
  • Conduct impact minimization, avoidance and conceptual mitigation studies based on natural environmental, social and cultural resource GIS data and engineering alternatives.
  • Develop alternative refinements and coordinate with other CADD designers (if necessary) to prepare NEPA and NEPA related documentation plates and figures.
  • Assist in the preparation for and present at Resource Agency and Client Meetings.
  • Review utility locations and other engineering constraints when minimizing and avoiding project impacts
  • Design and assist in the development of accurate and professional graphics for NEPA and NEPA related technical documents and memoranda
  • Work with KCI's professional planners in the pursuit of Comprehensive and Master Plans in addition to Roadway Corridor Revitalization and Rehabilitation studies and projects
  • Assist in the development of and operate within specified project budget parameters
  • Provide technical project, and staff oversight and assist in assuring appropriate KCI and sub-consultant resources are assigned to each task
  • Serve as task manager on select projects
  • Complete all tasks on time and within budget while fully meeting the scope and identify when out-of-scope work is being requested which may warrant supplemental funding
  • Achieve or exceed individual utilization target of 80% (or agreed upon utilization target)
  • Represent KCI at meetings with clients, government officials, public meetings/hearings, and environmental resource agencies
  • Attend or help lead bi-weekly (or more frequently as necessary) project team meetings on all projects/tasks
  • Provide timely input for monthly progress reports for all tasks to help facilitate mandatory client 30-Day invoicing submittals
  • Advocate for and support major KCI companywide project pursuits
  • Ensure projects fulfill all ISO compliance requirements
  • Participate in annual ISO compliance audits
  • Complete Annual Individual Training Program if/as required
  • Submit for approval and deliver timely annual Employee Performance Appraisals for assigned staff. These are generally due mid to late October but can vary
  • Identify NEPA, environmental planning and public involvement project opportunities
  • Train adequate backup personnel to support your role in your absence
  • Work independently and/or work with senior Northeast Planners, Transportation Planners and Transportation Engineers in preparing NEPA CE, EA and EIS Documents in addition to PEL documents.
  • Work with KCI's Natural Resources Team and Engineers in the preparation of permits and environmental clearance preparation and agency coordination for permit approval, documentation and management.
  • Lead or assist with the preparation of and coordination with multi-disciplined KCI project Teams and Sub-Consultants in developing NEPA related documentation including Purpose and Need (P&N) Statements, Alternatives Retained for Detailed Studies (ARDS), Preferred Alternatives Reports, Conceptual Mitigation Reports, Section 4(f)/6(f) Reports, community and environmental justice impact assessments, air and noise quality impact assessments, indirect and cumulative effects analyses and support Section 106 assessment/documentation.
  • Mock-up or develop NEPA and NEPA related documentation figures, graphics and tables in the development of streamlined documents.
  • Prepare and help coordinate NEPA Classification Letters with clients and federal sponsoring agencies
  • Participate in the NEPA group's extensive Public Engagement program.
  • Develop effective Public Involvement Plans (PIP) including but not limited to:
  • Develop public involvement collateral materials including formal public meeting/public hearing advertisements and press releases in Section 508 compliant formats
  • Provide direction in identifying/booking public meeting/public hearing meeting places
  • Content development and design of Virtual Public Meetings
  • Provide direction for the development of web maps and web content
  • Coordinate, attend and facilitate public meetings
  • Work with staff in the development of maintaining of project mailing lists
  • Maintain accurate, organized and accessible electronic and hard-copy project files
  • Assist and/or lead the preparation of official project files and the development of Administrative Records (if necessary)
  • Other duties as required

Qualifications

Education and/or Skills Required:

  • Minimum of 4 years of experience in a related field.
  • Bachelor's degree in environmental planning, transportation planning, urban planning or related discipline
  • Strong proficiency in Microsoft Word and Excel.
  • Proficiency in GIS software.
  • Excellent public speaking, presentation, and interpersonal skills.
  • Project management and leadership skills.
  • Good communication and technical writing skills.
  • Detail-oriented with strong organizational skills.
  • Ability to work collaboratively in a team environment.
  • Strong problem-solving skills and ability to think critically.

Certificates, licenses, and/or Registrations Required:

  • Valid Driver's License
  • Ability to maintain required certifications.

Certificates, licenses, and/or Registrations Preferred:

  • AICP
