Basic Function

HF Sinclair is seeking a Manager, Procurement to manage the procurement activities for HF Sinclair Midstream and Asphalt operations. This role ensures procurement provides greatest overall benefit to company; ensures materials, supplies and services are available when and where needed in the required quantity, quality and price; and systems are in place to provide goods and services within corporate and statutory regulations.

Job Duties

  • Establishes and administers procurement and policies and procedures.
  • Administers department delegation of authority for requisition and invoice approval.
  • Ensures procurement systems and hardware are properly utilized.
  • Prepares and monitor location's procurement expense and capital budgets.
  • Manages staff recruiting, training, evaluation and motivation.
  • Identifies and implements procurement best practices and shares practices with other HF Sinclair business units.
  • Facilitates expense and exposure reduction programs as assigned.
  • Analyzes spending patterns and identifies opportunities to leverage collective spending for assigned locations.
  • Facilitates parts standardization across plants.
  • Administers local vendor requests and approval.
  • Facilitates Audit requirements.
  • Develops and monitors procurement and) key performance indicators.
  • May oversee Contract Administrator role, reviewing responsibilities and contracts, and training staff as needed.
  • May oversee construction project management.
  • May lead and manage vehicle fleet procurement and maintenance.
  • May monitor procedures to ensure compliance with procurement policies.
  • Establishes strong rapport with senior Midstream leadership, fostering collaboration and execution of desired results.
  • May lead sourcing systems implementation and execution.
  • Utilizes data to aid and drive strategic decision making, ensuring alignment between stakeholder and Procurement goals and objectives.


Special assignments or tasks assigned to the employee by their superior or other local VP's or managers, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 7 years of related on-the-job experience are required.

PREFERRED Experience:

A minimum of two (2) years of procurement/ purchasing experience in the oil and gas industry is preferred.

Education Level

A minimum of a Bachelor's Degree in a business related field, or an equivalent combination of education and work experience, is required.

Required Skills

Intermediate skill in Microsoft Office Suite; ability to effectively communicate with others, both written and verbal communication; advanced reading and writing skills; negotiating, interpersonal, time-management and organizational skills; proficient in procurement, inventory control and cost containment; knowledge of manufacturing principles, practices and procedures. Ability to perform intermediate to complex mathematical calculations.

PREFERRED SKILLS:

A C.P.M (Certified Purchasing Manager) designation is preferred.

Supervisory/Managerial Responsibility

Responsible for the direct supervision of up to 5 employees, or contractors, depending on assignment.

Work Conditions

Office based with up to 15% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions. May be required to work extended hours and regularly exposed to outside weather conditions and varying road conditions.

Physical Requirements

Job conditions require sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50lbs, perceiving color differences, and wearing personal protective equipment (beards not permitted). Job conditions may require standing, walking, and twisting, stooping, crouching, and kneeling.
