Construction Coordinator (Operation and Maintenance)

JOB SUMMARY

Plans and coordinates capital improvement activities between the Operation and Maintenance (O&M) department and Engineering and Construction (E&C) department. Performs and coordinates the review of capital improvement planning documents, contract drawings, asset documentation and specifications. Coordinates the O&M activities necessary to implement the construction projects. Organizes and coordinates specification reviews, asset checkouts, asset receipts, start-up training, O&M manual delivery and as-built drawing delivery. Maintains Sewer District standards, practices, policies and procedures. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Plans and coordinates capital improvement activities between the O&M and E&C departments. Serves as a liaison between O&M management, vendors and internal departments on construction related matters. Coordinates the operation and maintenance activities necessary to implement the construction projects. Attends and takes an active role in capital planning and construction progress meetings.

- Performs and coordinates the review of construction specifications and plans for compliance with O&M needs. Ensures documentation, such as equipment bills of material, as-built drawings and manuals and materials that are scheduled to be turned over to O&M are properly received.

- Participates in the evaluation of current equipment performance and reporting methods to assist in capital program nomination and regulatory compliance requirements.

- Ensures that training and associated materials are provided and start-up activities include the appropriate personnel from O&M.

- Manages asset management data tables for capital projects. Coordinates spare part requirements for capital projects with E&C, O&M and Inventory Control.

- Participates in asset management initiatives and implementation including ensuring new assets are properly commissioned and replaced assets are properly decommissioned. Ensures assets are properly added to or revised in the computerized maintenance management system.

- Develops and maintains department and project schedule details, documentation, timeline and resources based on input from department management. Assists in the creation of the scope of work for projects and creates project plans. Integrates verbal and numerical information to create reports that are understood by a wide variety of audiences and to estimate staffing and resource needs. Assists in resource/project scheduling.

- Plans short-term and long-term objectives to help the Sewer District comply with capital improvement guidelines. Performs monthly job-site inspections and monitors construction activities.

- Participates in pre-bid meetings, site inspections, value engineering and design reviews.

- Generates solutions and designs strategies to improve efficiency and minimize change orders. Advises management concerning construction issues. Determines a course of action independently or with others.

- Prepares correspondence and maintains detailed records.

- Leads or assists in the management of minor O&M capital projects.

- Tracks and reviews project proposals for changes and change orders.

- Participates in the evaluation of current equipment performance and reporting methods to assist in capital program nomination and planning and regulatory compliance requirements.

- Maintains good relations within the Sewer District and the public regarding capital projects.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess an associate degree, preferably in Construction Management, Engineering Science, Environmental Science or a closely related field.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

Five (5) years of experience in project management and business process documentation, including short and long-term planning is required. Experience in operation, maintenance and/or capital project delivery is required. Knowledge of construction techniques required for wastewater conveyance and treatment is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

- Valid Ohio EPA Class II Wastewater Collection Operator Certificate or Ohio EPA Class III Wastewater Treatment Operator Certificate is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess excellent communication skills, both written and verbal. The ability to build and maintain professional relationships and work individually and as part of a team is essential. Strong negotiation skills and ability to successfully influence and persuade constituents are required.

- Candidate must be able to multi-task and effectively manage multiple projects. Ability to critically evaluate numbers, information, ideas and develop short and long-term plans is required. Skills to read and interpret construction drawings, review design specifications and apply Sewer District policies and procedures is essential.

- Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint and project management software.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping and fine manipulation with both hands. Ability to lift from floor to waist, waist to shoulder or floor to shoulder up to 10 lbs. on a frequent basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on an intermittent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces is encountered in this position.

Pay Range: USD, Commensurate with Experience

$72,701 - $90,875
