Description
The Technical Lead developer is responsible for leading development on Strategic Data initiatives across the enterprise. This position is responsible for the technical execution like design, development, testing, and deployment of IT solutions. In addition to that focus on the end to end delivery of portfolio / program and projects by leading the People, Process and Technology:
- People - Work closely with partners (Business Integration, Business Intelligence Reporting & Analytics, Quality Assurance, Production Operations, Infrastructure, Data Architecture, Development and IT Operations to ensure the end to end delivery. Build relationship within technology and business partners and lead a team of developers including contract workforce. Own the accountability and hold others accountable for delivering a total solution.
- Process - Leverage a process to provide a low cost high value solution by formulating and ensuring adherence to standard architecture, design, development and quality assurance methodology. Maintain a transparent communication channel and provide updates to management and leadership by publishing metrics on projects (velocity, burn rate, and capacity planning and demand management). Manage critical technical projects. Negotiate upstream / downstream SLA / OLA, document and execute them. Mature the support of new development initiatives, and work with Development Operations team in operationalizing them. Lead the build of solutions in compliance with the Business principles (Organizational Consensus, Data Integrity, Implementation Efficiency, User Friendliness and Operational Efficiency), Scalability and Compliance with IT standards.
- Technology - Evaluate tools, techniques used in project development and propose ongoing improvements which will ensure smooth delivery of the initiatives.
Key Accountabilities:
- Leadership and Management
- Organization, administration, supervision of the people, processes, and technologies within Data programs.
- Provide thought leadership and proactive engagement on projects to ensure delivery.
- Encourage teamwork, provide mentoring, coaching & 1:1s
- Manage resource allocation to projects for BI and Data initiatives.
- Schedule, assign, direct, review and perform related follow-up and work coordination activities with others
- Lead a team of developers indirectly and manage cross teams while managing data project work
- Internal and External Relationship
- Collaborate across IT departments and partner with business areas to improve delivery of development project and build relationship with partners.
- Partner with Development Operations, Production Operations, Production Support (level 2), Database Administration, Infrastructure Support and Quality Audit teams to improve delivery of development projects.
- Manage the transition to development operations and level 2 support and ensure supportability and maintainability at relatively low cost.
- Enterprise Data Integration and Delivery
- Primarily focus on execution of Data strategic initiatives end to end, ensure stability and operationalizing it.
- Exploit agile methodology in delivering projects
- Formulate, negotiate upstream, downstream SLA and OLA with partners and implement them. Triage incidents and service requests and plan execution. Follow IT process (FIFO) for execution and work with business partner to escalate any change in priority.
- Successful delivery of the projects and enable EDM team to provide solutions through project execution.
- Manage the metrics of key data initiatives managed by EDM team.
- Provide end to end delivery focus and provide leadership, proactive engagement on projects.
- Collaborate on project priorities, schedules, deliverables and status reports with business & IT partners.
- Serve as development liaison to IT & business as needed.
- Provide leadership on the Data projects by serving as a Scrum master.
- Practice and advocate agile methodology across all projects.
- Keeping the transparent communication about project delivery and milestones as a scrum master and setting an example.
- Technical Execution
- Provide high level technical direction for the development, design, integration.
- Balance short-term versus long-term actions, strategic versus tactical requirements.
- Manage creation of technical artifacts including data and ETL design. Involve in architecture, design (data and ETL) review and provide feedback for continuous improvement.
- Understand the environment, development practice and standards adopted within the team and suggest changes wherever possible.
- Ensure delivery of artifacts for the tasks analysis, development, peer reviews and testing.
- Follow policies set for governance, compliance, security & infrastructure and change management.
- Partner with Business and formulate, own and practice and advocate data governance policies and standards to ensure accuracy, validity, reusability and consistent definitions of Medica data.
- Develop standards, process flows and tools that promote and facilitate the mapping of data sources, documenting interfaces and data movement across the enterprise.
Minimum Qualifications:
- Bachelor's degree in Computer Science or related field, Master's degree a plus
- 7+ years minimum experience in Data Management / Data Integration / ETL development with considerable experience with Informatica ETL.
Specific types of experience required:
- Experience managing and delivering complex data development initiatives and managing small development team.
- Strong implementation experience and deep knowledge in any one of the following three areas and knowledge of the other 2 areas at a minimum. Implementation experience in all the 3 areas preferred: ETL, Data Integration, Data Governance and Data Quality
- Deep knowledge of the strategic business drivers and operational process requirements within at least one industry such as Health Insurance, Financial services, High Tech, Pharmaceuticals, Insurance, or similar industry. Must be able to link industry specific business requirements to EDM capability requirements.
- Experience with conceptualization, design and assistance in the implementation of new and existing systems, middleware, MDM, metadata, data quality, data warehouse and production architectures
- Proficiency in SQL and Oracle PL/SQL is required. 5+ years preferred.
- Experience in healthcare environment 2-5 years preferred.
- Informatica (5-8 years) or other ETL (DataStage, Ab Initio, open source) experience (8-10) years is required.
- Business Intelligence / Data Warehousing methodology is required (5-8 years).
- Knowledge in SAS programming is a plus.
- In depth experience and knowledge in ETL / ELT, performance tuning and designing optimized integration systems.
- Extensive experience in creating integration process for Enterprise Data Warehouse.
- Advanced knowledge of SQL, database performance, RDBMS, and Query tools.
- Snowflake/Cloud experience preferred
- Extensive experience with Health Care Data domain knowledge and process preferred.
- In depth experience in running data initiatives using agile methodology preferred.
- Certification in Agile methodology and ITIL foundations is a plus.
This position is a Hub role, which requires an employee to occasionally come onsite to the designated office - Minnetonka, MN - for applicable heads-up work. Frequency is determined by business need as decided by leadership. The full salary range for this position is $98,400 - $168,600. Annual salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and/or licensure, the position's scope and responsibility, internal pay equity and external market salary data. In addition to base compensation, this position may be eligible for incentive plan compensation in addition to base salary.
