As part of Growth Proposal Services, the Proposal Manager supports the Optum Health market and works in collaboration with our UnitedHealth Group partners to help the business respond to request for proposals (RFPs) in the commercial and public sector markets.

The Proposal Manager manages the entire proposal process and timeline, reviews RFPs and related materials to understand customer needs and then works closely with the proposal writers to apply customer solution and sales strategy knowledge to develop high-quality RFP responses that are concise, complete and clear.

The Proposal Manager must demonstrate effective time and project management skills, exhibiting focus and poise within a fast-paced, deadline-driven, collaborative environment where continuous communication is critical. Primary Responsibilities:



  • Manage the proposal development process for Optum solutions across multiple business segments in the Employer market
  • Coordinate with sister companies and business units within UnitedHealth Group, as appropriate, to ensure strategic alignment
  • Facilitate strategic discussions with sales teams and subject matter experts throughout the organization to develop a customized approach for each customer
  • Foster relationships across multiple departments and senior management to inspire collaboration, teamwork and quality results
  • Escalate potential challenges in a timely and appropriate manner
  • Provide proposal team members with clear guidance and project plans that outline expectations, timelines, and strategic direction
  • Review writers' drafts and provide feedback and specific examples of how to strengthen responses
  • Promote consistency in style, presentation, and proposal guidelines
  • Write, research, and manage the development of content and other significant written communications
  • Participate in workgroups to enhance our internal processes
  • Manage multiple projects with competing deadlines, while maintaining superior quality and accuracy
  • Ability to provide clear guidance and strategic direction to proposal writers, based on RFP requirements and sales' direction
  • Solid working knowledge of Microsoft Office Suite
  • Occasional business travel

Required Qualifications:



  • 3+ years solid proposal management experience
  • Demonstrated problem resolution, analytical, research, and negotiation skills
  • Demonstrated excellent interpersonal, as well as written and verbal communication skills, including a high degree of comfort leading and speaking in large meetings with high-level personnel
  • Demonstrated ability to thrive in a complex and fast - paced corporate environment; work with minimal guidance; and proactively seek guidance on very complex tasks


Preferred Qualifications:



  • Experience working within a content database and populating common sections of proposals
  • Proficiency in RFP strategy, supporting business development and capture activities
  • Demonstrated ability to independently define and manage the proposal process, including the ability to understand and analyze the details of an RFP

The salary range for this role is $71,600 to $140,600 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
