Engineer III or IV-Natural Gas & Water

PURPOSE OF POSITION:

Under the direction of the Supervisor - Natural Gas & Water Engineering or designee, performs independent professional and technical engineering duties necessary for the completion of the department's goals. May supervise designers, other engineers, or interns. Duties will be dependent upon the individual job classification and departmental workload and may include any or all the duties described below.

ESSENTIAL JOB FUNCTIONS:

1. Performs engineering functions in the design and operation of natural gas and water distribution facilities.

2. Prepares engineering design for natural gas and water main extensions to provide service to new customers.

3. Prepares engineering design of natural gas or water services for residential, commercial, or industrial needs.

4. Prepares engineering redesign of existing natural gas or water service facilities for residential, commercial, or industrial customers due to load or system changes, building additions, or other construction activity.

5. Prepares engineering design of system replacement and renewal projects for the natural gas and water distribution system.

6. Prepares engineering design and layout of natural gas and water facility adjustments and relocations associated with highway, intersection, or other municipal projects.

7. Interfaces with outside agencies and customers at all levels. Obtains permits from appropriate jurisdictional agencies.

8. Prepares job sketches, drawings, materials lists, cost estimates, and construction labor estimates.

9. Performs engineering evaluations of new and existing material items used in the natural gas and water systems. Performs reviews and evaluates specifications of material items currently used.

10. Reviews and updates natural gas and water standards and procedures to ensure adherence to sound engineering principles and to ensure operational efficiency.

11. Prepares and administrates contracts for bidding purposes as required to secure contractors to work on the natural gas or water systems.

12. Performs gas and water system load studies and analyses to determine adequacy of supplies and distribution system capabilities, with resulting data being used in sizing gas and water mains, services, and other facilities.

13. Performs engineering design functions for projects involving the natural gas high pressure feeder and transmission systems.

14. Performs engineering design functions for projects involving water storage tanks, pump stations, and treatment and supply facilities.

15. Acts as project lead on moderate sized projects. May oversee the work of Interns and/or Designers.

16. Approves and seals plans.

17. Performs other related duties as assigned by management.

In addition to the duties listed above, an Engineer IV:

18. Develops new techniques and/or improved processes to ensure operational efficiency.

19. Acts as a project lead on major projects. Oversees, and may supervise, the work of other assigned employees.

20. Reviews complete project documents for conformity and quality assurance.

QUALIFICATIONS:

Education and Experience:

Engineer III
Bachelor's degree in mechanical, civil, or other applicable engineering disciplines from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of four years of recent engineering design experience applicable to the natural gas or water industries is required. Knowledge of the Office of Pipeline Safety or Missouri Department of Natural Resources regulations is preferred.

Engineer IV
In addition to the requirements of the Engineer III, an Engineer IV requires a minimum of eight years of recent engineering design experience in the natural gas or water industries. Ten or more years of recent engineering design experience in an applicable field will be acceptable in lieu of the eight years of specific industry experience.

Licensing/Certification:

Engineer III
A valid Missouri PE Registration Certificate is required; PE licensure from another state will allow for hiring at the Engineer III level but applicant will be required to obtain a Missouri PE license within twelve months. Exceptional utility engineering experience beyond the minimum requirements may be considered in lieu of a PE license. A valid driver's license (minimum Class F) is required.

Engineer IV
A valid Missouri PE Registration Certificate is required. Individuals who have a PE Registration from another state may be hired as Engineer IV but will be required to obtain a Missouri Professional Engineer Registration Certification within 12 months to remain at the Engineer IV level. A valid driver's license (minimum Class F) is required.

Knowledge, Skills, and Abilities:

Engineer III
* Considerable knowledge of engineering concepts, practices, problem solving techniques, and procedures.
* Ability to:
o Plan, organize, supervise, and coordinate technical work and work closely with others.
o Work courteously with customers, co-workers, and individuals in other departments.
o Work under pressure and meet close deadlines.
o Demonstrate excellent oral and written communication and interpersonal skills.
o Interface with outside agencies at all levels.
o Teach and mentor less experienced engineers and interns.
o Successfully navigate various electronic programs including but not limited to Microsoft Office Suites, other applicable information technology applications, and self-service platforms.
o Maintain adherence to all company policies.
* Proficient experience with:
o AutoCAD.

Engineer IV
In addition to the KSA's listed above for the Engineer III, an Engineer IV requires:
* Good understanding of City Utilities' policies and procedures as well as outside governing regulations and standards pertaining to the natural gas and water distribution systems.
* Ability to:
o Effectively handle numerous assignments simultaneously.
o Demonstrate and interpret policies and procedures, and have a good working knowledge of national, state, and local laws and regulations and apply utility engineering practices and techniques.
o Supervise and/or lead contractors as a project lead with a teamwork philosophy.
o Teach, mentor, and oversee less experienced engineers and interns.

Physical Requirements:

Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Position may require bending, stooping, pushing, and pulling. Also, may require lifting up to 20 pounds on occasion.

Working Conditions:

Duties are primarily performed in an office environment with some outside field work in all weather conditions.

Miscellaneous Requirements:

* Subject to Department of Transportation's and/or Public Service Commission's drug testing requirements.
* Must be able to work successfully with diverse groups of people.
* Employees must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

Testing may be required.
