MINIMUM QUALIFICATIONS
Experience:
Any combination of education and experience that has led to the acquisition of the knowledge required by the position is qualifying. A typical way to obtain the knowledge and abilities would be:
May require a Bachelor's Degree in business administration with a concentration in accounting or related area, 2 to 4 years of experience with increasingly responsible experience in performing professional financial analysis, accounting, management information systems development, and budgeting work. This class is distinguished by the ability to lead others, a certain degree of creativity and latitude is expected. Works under supervision, typically reports to a supervisor or a manager.
License/Certificate/Registration Requirement:
Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
Possession and proof of a driving record free of multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority's automobile rates.
Abbreviated Job Description:
Under general direction, the Accountant II performs a variety of difficult and complex professional accounting duties in support of Authority financial, accounting, and related administrative functions; assists with internal control reviews, performance audits of Authority functions and services; prepares budgets, periodic financial reports and statements; assists with long range financial planning and annual external audit; performs special analytical studies as directed; may provide some direction and training to fiscal recordkeeping support staff.
The accountant II includes duties as described below. Positions in this class are not supervisory, but may exercise lead responsibilities.

  • Extracts data from various sources and prepares, updates and manages the Activities, Routine Operation & Maintenance, and Extraordinary Operation & Maintenance budgets.

  • Prepares monthly reports comparing actual results to budgets.

  • Analyzes budget variances and reports on the cause.

  • Consolidates bank and investment information from various sources and prepares reports which may require calculations and tabulations on monthly and annual return on investment.

  • Gathers and distributes financial data and projections for the preparation of the Authority budget.

  • Plans, reviews, revises, distributes, and interprets budget draft data for management, various committees, and Board of Directors.

  • Prepares final budgets for Board approval, and distributes.

  • Maintains current and archived budgets

  • Uploads budget into computerized program

  • Attend all budget preparation and presentation meetings.

  • Creates Accounts Receivable invoices in a computerized program and bills customers for general membership, coordinated debt service, and various activity agreements on a semi- annual basis.

  • Reconciles cash and investment accounts on a monthly basis

  • Reviews and ensures the accuracy of ledger posting.

  • Reconciles revenue and expenditure data with the general ledger, prepares month-end journals, closes and adjusts journals and ledgers each fiscal year.

  • Prepares periodic financial reports and statements.

  • Assists with quarterly reviews and annual audits conducted by outside auditing agencies.

  • Assists Authority management with long range financial planning, protection of Authority assets, and maintenance of budget controls.

  • Participates with improvement of reporting processes and assists with development and maintenance of the Authority Management Information System.

  • Assists with oversight of accounts payable, prepares, posts and manages invoices, cash receipts and subsidiary ledger, prepares monthly related reports for monthly Board meetings.

  • Regular attendance and adherence to prescribed work schedule to conduct job responsibilities.

  • Performs related duties as assigned.


Knowledge of:


  • Purposes, methods, practices, and principles of District financial and statistical recordkeeping work.

  • Advanced skills in Microsoft Excel.

  • General knowledge of Fund Accounting. Basic knowledge of laws and statutes controlling maintenance of District financial records and financial statements.

  • Purposes and practices of outside audits.

  • Computerized management information and fiscal systems.

  • Principles of training.

  • Modern office methods, procedures, and equipment.


Ability to:


  • Communicate effectively and collaborate with all members of the department and the Authority as a whole.

  • Plan, coordinate, and perform professional accounting work related to the maintenance and development of Authority financial, accounting, budgeting, and management information systems.

  • Analyze financial information and identify, investigate, and explain changes and trends disclosed in the reporting.

  • Create a work product free of mathematical errors.

  • Maintain confidentiality and protection of information shared.

  • Adapt to a changing work environment as processes are improved.

  • Provide training and work coordination for fiscal recordkeeping support staff.

  • Assist with Authority budget development and fiscal controls.

  • Maintain and update ledgers and journals.

  • Prepare a variety of financial reports and statements.

  • Assist with performance audits of Authority services and functions.

  • Effectively prepare and present technical financial information.

  • Provide advice and consultation on the development of Authority financial and management information systems.

  • Work under pressure towards time deadlines

  • Effectively represent the Authority's financial functions with individual citizens, community groups, external auditors and other government organizations.

  • Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public.

  • Document and update desk procedures.


Typical Physical Activities:


  • May occasionally travel by airplane and automobile in conducting Authority business.

  • Communicates orally with Authority Board members, co-workers, and the public in face-to-face, one-to-one, and group settings.

  • Sufficient finger/hand coordination and dexterity to operate and adjust office equipment.

  • Regularly uses a telephone for communication.

  • Uses office equipment such as computer, copiers, and FAX machines.

  • Work at a desk and sits for extended time periods.

  • Moderate standing and walking

  • Work in an office environment, lift and move objects up to 25 pounds such as large binders, books, and small office equipment.

Retirement Benefits:
401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross, base annual salary. 457 Deferred Compensation Plan: participation in the 457 Deferred Compensation Plan is an election. If the employee elects to participate in the 457 Deferred Compensation Plan, the Authority will match up to 5% of an employee's base annual salary. The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary. All contributions under both plans vest immediately to you. A Retirement Health Savings Plan is also available.
NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits you have already earned upon retirement.
Health Benefits:
Three (3) medical benefit plans offered through ACWA-JPIA (Blue Cross PPO, Blue Cross HMO, Kaiser HMO). The Authority contributes 100% (depending on the plan) of the premium for the employee and 75% for the employee's eligible family members (depending on the plan).
Dental & Vision Benefits:
The Authority contributes 100% of the premium for the employee and the employee's eligible family members.

Holidays:
Employees receive eleven (11) paid holidays, including one (1) floating holiday.
Vacation & Medical Leave:
Vacation leave is accrued at the rate of 80 hours per year up through year 4. At year five, leave increases to 120 hours per year. At 10 years of service, vacation leave is accrued at the rate of 140 hours and at 15 years of service, vacation leave increases to a maximum of 160 hours per year. Medical leave accrues at the rate of 8 hours per month.
