Job Summary
-
The Program Manager will provide leadership and oversight of the Psychosocial Program for adults with Intellectual and Developmental Disabilities (ID/DD) and Serious Mental Illness (SMI) including supervision of staff, allocation of program funding, delivery of program services, compliance with laws and regulations, management of program records, and analysis of program and performance metrics.
The Program Manager supervises program staff including licensed behavioral health professionals and Certified Peer Recovery Specialists. The Program Manager may also provide clinical supervision to supervisees obtaining hours for clinical licensure. The responsibilities of this position include:
- Provides clinical leadership and manages program resources; assesses program effectiveness, efficiency, outcomes, and quality; defines goals, objectives, and performance measures for programs, division, or unit; ensures services are provided within standards of applicable regulations, policies, and procedures; and identifies opportunities to improve service delivery or documentation.
- Ensures appropriate use and allocation of budgetary program funds; assures that program expenditures are appropriate and support the program's objectives and goals.
- Ensures compliance with all federal, state, and local laws and regulations; interprets federal and state changes in code or regulations to implement necessary procedural changes.
- Manages staff performance in accordance with County and Human Resources policies; provides regular feedback; completes appraisals of performance; ensures staff adheres to all applicable policies and procedures of the Department and of the County; ensures staff is trained and certifications are current; and advises supervisor of challenges with staffing, workload, or performance.
- Maintains a small caseload of individuals receiving services and also conducts group sessions as needed.
- Conducts community education and outreach to raise public awareness of program and available benefits; identifies methods and venues to share information about programs and activities.
- May perform other essential job functions specific to the position and department assignment.

Minimum Qualifications
-
Master's degree in Social Work, Psychology, Counseling, and/or Marriage and Family Therapy or other license eligible degree. VA clinical licensure as a LPC, LMFT, LCSW, or other relevant clinical licensure in VA. Five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

Special Requirements
- Work schedule is 37.5 hours per week and may include evening and weekend hours.
- Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed.
- Must be able to drive County vehicles, including minivans and 15-passenger vans.
Post Conditional Offer Contingencies
Employment is contingent upon successfully passing pre-employment background check to include fingerprinting, credit, NCIC, DMV and TB test. Must have a good driving record and a valid driver's license in Virginia or regional state of residence.
