Job Description

This is a Position-Based Test conducted in accordance with CSC Rule 111A.

Position Summary

Under general direction, the Facility Maintenance Manager provides mid-level management functions for a staff of subordinate personnel engaged in construction, maintenance and repair. The incumbent in this position assists in development and coordinates implementation of established policies and procedures which impact daily construction and maintenance operations. The Facility Maintenance Manager typically contacts and/or establishes working relationships with others at similar levels within the organization and for the assigned section.

Essential duties and responsibilities will include, but are not limited to:

  • Assists in the preparation of maintenance and repair objectives, policies, and procedures.
  • Ensures that maintenance, repair and operations are performed in accordance with approved policies and practices.
  • Confers with craft supervisors and maintenance planners regarding technical problems.
  • Reviews and prepares various control reports regarding project status, work projects, maintenance procedures and material use.
  • Visits worksites to ensure efficient and effective use of time, material and equipment.
  • Assists in developing, implementing, and revising an on-going deferred maintenance program.
  • Assists in compiling information for the annual division budget.
  • Supervises, assigns, and reviews the work of personnel engaged in emergency maintenance dispatch and the preparation of labor, materials, and equipment estimates.
  • Ensures subordinates development and advancement through effective use of training and employee development programs.
  • Coordinates the completion of maintenance and repair projects, and investigates, resolves and responds to complaints.
  • Confers with site administrators, division heads, craft supervisors, vendors, and contractors.
  • Prepares correspondence regarding complaints.
  • Develops and enforces work standards and guidelines to be applied in maintenance planning.
  • Researches and analyzes existing documentation and newly developed techniques, prepares formal standards and procedures manuals.
  • Directs, assigns, reviews, and approves the work of subordinate craft supervisors and workers engaged in maintenance and repair activities.
  • Investigates improved maintenance methods, materials, supplies, and tools, and makes recommendations to improve work productivity and safety.
  • Serves as a representative and point of contact for California Electronic Reporting System (CERS) for hazardous waste.
  • Promote safe work environment and participate in safety solutions for the workplace.
  • Class 7263 Performs other related duties as required.

Qualifications

MINIMUM QUALIFICATIONS

Experience: Four (4) years of experience supervising skilled craft workers engaged in maintenance and repair of buildings and grounds. AND

License: Possession of a valid driver's license

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Working knowledge of hazardous waste and CERS reporting site.
  • Experience with fueling stations, above ground storage tanks and underground storage tanks regulatory compliance.
  • Experience with County Health Departments and regulatory compliance.
  • Working knowledge with CMMS/Maximo systems.

SELECTION PROCEDURES

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire (SQ) (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate online link to complete the Supplemental Questionnaire Examination. The purpose of the SQ Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Knowledge of maintenance procedures and planning techniques
  • Knowledge of building materials, their uses and limitations
  • Knowledge of applicable codes, laws and ordinances
  • Working knowledge of engineering principles and their application to repair and alteration work in a variety of structures
  • Working knowledge of current labor costs of building maintenance and alterations
  • Ability to plan, organize, coordinate, and direct a variety of crafts in performing maintenance and repair activities
  • Ability to analyze and prepare plans and specifications
  • Ability to conduct investigations and prepare comprehensive reports
  • Ability to develop solutions to maintenance and repair problems utilizing new materials, methods, and equipment

All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed inthe rating process. The information provided on the Supplemental Questionnaire Examination must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire Examination cannot be changed. Only those applicants who qualify will receive a score on the Supplemental Questionnaire Evaluation.

NOTE:A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Additional Information

Eligible List/Score Report:A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will betwelve (12) months,and may be extended with the approval of the Human Resources Director.

Certification:The certification rule for the ranked eligible lists resulting from this examination will beRule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
