Job Description

DSA, Inc. is seeking a highly skilled and motivated Business Analyst to support our OPETs team at Fort Detrick, MD. The ideal candidate will provide business, analytical, and strategic advisory services to support national strategies related to nontraditional agents, highly toxic materials, and other innovative Chemical and Biological (CB) threats. This role requires expertise in acquisition activities, policy development, and strategic planning within military and defense environments.


Key Responsibilities


  • Advise and assist the Joint Project Manager Medical Countermeasure Systems (JPM MCS) staff in prioritizing and balancing work at both the project and portfolio levels.



  • Provide guidance to leadership in the development, coordination, and execution of long-range strategic plans, ensuring effective implementation of the Planning, Programming, Budgeting, and Execution (PPBE) processes.



  • Support project managers in identifying and eliminating programmatic redundancies, managing operational and technological gaps, and increasing the efficiency and efficacy of CBRN acquisition programs.



  • Facilitate coordination and collaboration between the Chemical and Biological Defense Program's (CBDP) medical advanced development and tech base programs, project management offices, and external stakeholders, including the military services, other government agencies, academia, and industry.




Required Qualifications


  • Executive-level decision-making experience (e.g., Project/Program Manager, Senior Analyst) in diverse environments such as Military, Joint Services, DOD, and Industry.



  • Proven experience in providing business, analytical, and strategic advisory services.



  • Strong knowledge of national strategies related to nontraditional agents, highly toxic materials, and CB threats.



  • DAU Program Management Level III certification, or its equivalency, is desired.



  • In-depth understanding of acquisition activities, policies, and procedures of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBD).



  • Expertise in implementing Joint Capabilities Integration and Development System (JCIDS) and the Department of Defense Architecture Framework (DoDAF).



  • Proficiency in Microsoft Office applications, including Outlook, PowerPoint, Excel, and Word (5+ years of experience).



  • Strong team building, training, facilitating, and mentoring skills.




Desired Qualifications


  • Knowledge of and ability to integrate AI into workflows; experience utilizing AI to automate job tasks is highly desired.



  • Experience supporting the United States Army.
