In 2013, the National Academies of Sciences, Engineering, and Medicine established the Gulf Research Program (GRP) to enhance oil system safety and the protection of human health and the environment in the Gulf region. The GRP seeks to improve understanding of the region's interconnecting human, environmental, and energy systems and fostering application of these insights to benefit Gulf communities, ecosystems, and the Nation.

The Program Officer position is within the Gulf Health and Resilience Board (GHRB) of the Gulf Research Program (GRP). The incumbent is responsible for developing and managing a portfolio of work in Louisiana as one of three GHRB focal communities in the Gulf region. The GHRB portfolio focuses on building the capacity of regional institutions and organizations to understand and adjust to the compounding effects of climate change, successive disasters, and health disparities on community resilience. The Program Officer works with GRP's partners in Louisiana on a range of programming, including stakeholder engagement activities, community-based participatory research, reports, studies, and other projects that promote the use of science, engineering and medical knowledge to address complex challenges. The incumbent will accomplish this work through a combination of staff-led efforts and the management of grant program investments that seek to reduce the compounding effects of disasters in Louisiana communities.

Job Description:
The Program Officer will work in a public-facing team environment and have oversight and coordination responsibilities of the GHRB partners and programmatic investments at the community and regional scale. This work includes working with GHRB Board members and GRP/GHRB staff team on initiatives throughout the Gulf region. The incumbent will design, manage, and execute a variety of activities including workshops, studies, and invited or competitive grant funding opportunities. Advanced knowledge of disaster preparation, long-term recovery and community resilience is required, and advanced knowledge of the Gulf region, particularly Louisiana, is preferred.

The Program Officer is expected to carry out the roles and responsibilities of the job with minimal oversight provided by the Director or Senior Program Officer. Job Description:

ESSENTIAL JOB DUTIES:

Program Management and Coordination

Work under the guidance of the Director or SPO to:

  • Engage academic institutions, governments, non-profit and community-based organizations in the Gulf region, with a focus on Louisiana, to build consensus on applied health and resilience research priorities and capacity building needs.

  • Design and implement collaborative work among GRP and regional stakeholder organizations that advances health and community resilience in ways that are consistent with GRP goals and objectives and align with local priorities.

  • Plan and conduct workshops and/or meetings.

  • Develop and implement methods to survey, track, or measure the progress of health or community resilience outcomes in Gulf communities, implementing surveys or other data collection efforts, analyzing collected data, and summarizing results.

  • Provide oversight and guidance to consultants.

  • Provide programmatic assistance to prospective grant applicants, grantees and other partners.

Research, Analysis, and Writing

Work under the guidance of the Director or SPO to:

  • Conduct analysis of qualitative and quantitative data to inform programmatic strategy and project design.

  • Prepare background papers and technical summaries. Develops written products (e.g., reports, proceedings, white papers). Draft and edit materials for publication.

  • As needed, the PO will direct studies and manage committees, including aspects of writing, editing, and report review.

JOB SPECIFICATIONS
Required Knowledge, Skills, and Abilities: Advanced knowledge of public health and community resilience within the context of climate change, disasters, and/or environmental health. Knowledge of major public health, climate adaptation, and disaster resilience trends, challenges and priorities in Gulf coast communities is strongly preferred. Familiarity with social science research methods; designing, implementing, and managing public health and community resilience related projects; and collecting and analyzing qualitative and quantitative data. Strong demonstrated program/project management skills. Ability to understand and communicate technical/scientific issues with diverse audiences. Ability to solve intellectual problems that are varied and complex using originality and ingenuity. Ability to work successfully in a public-facing and networked environment, including stakeholder engagement, meeting facilitation, and consensus building. Ability to form and maintain effective teams with co-workers and external partners. Experience working in complex environments with a high degree independence, and ability to demonstrate organizational effectiveness. This position requires excellent oral and written communication skills and ease in interacting with a wide range of audiences, staff, and constituents.
Minimum Education/Training Requirements: Master's degree in relevant field.
Minimum Experience: Three years of related professional experience. Demonstrated proficiency in conveying scientific/technical/policy information in verbal and written form.

Preferred Education: Ph.D. in related field preferred.
Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel by air and ground transportation.
Required Licenses, Certification or Registration: None.
Supervisory Responsibilities/Controls: Typically reports to senior program officer or director. General direction is provided. May supervise other project/program staff with oversight by director/senior program officer.

Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity for all, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $88,450 - $110,560. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range. This is a benefits-eligible position. Work Environment:Hybrid Office/Telecommute environment, expected onsite percentage 20%, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.
