Overview:

We are seeking Transportation Security Operations Specialists to work in the Transportation Security Engineering and Analysis Group in the Nuclear Nonproliferation Division, within the National Security Sciences Directorate at Oak Ridge National Laboratory (ORNL).

The Nuclear Nonproliferation Division (NND) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation project support and management to research and development (R&D) pertaining to nuclear materials processing, management, and transportation. We seek people demonstratingexperience with domestic and/or international transportationsecurity operations and national and international transportation requirement interfaces. Activities are primarily sponsored by the National Nuclear Security Administration (NNSA) Office of Global Material Security (GMS) but may also be funded by other DOE/NNSA offices or government agencies such as the Department of State (DOS), Defense Threat Reduction Agency (DTRA), Department of Transportation (DOT), and Department of Homeland Security (DHS).

Major Duties/Responsibilities:

• Travel to support international engagements related to international transportation security capacity building efforts, including leading and facilitating trainings, workshops, exercises, technical exchanges, and meetings.
• Assess and improve international transportation security capabilities. This includes work with regulators, carriers, response personnel, facility officials, and other collaborators having stewardship of nuclear and radioactive material transportation.
• Actively identify potential security gaps in nuclear fuel cycle and radioactive material supply chains. Design or propose measures to correct those gaps, and work with government and industry to improve security of high-risk materials in transport.
• Coordinate extensively with federal sponsors and international partners, national laboratory colleagues, nuclear fuel cycle and radioactive material transport industry, and other subject matter experts.
• Track and control schedule, budget, and costs for project activities.
• Analyze data and information to assess the need for, progress of, or outcome of project work.
• Remain current on all relevant federal- and laboratory-required training related to travel, safety, and security, and maintain a strong commitment to the safe implementation of project work.

Basic Qualifications:

• BS degree in a relevant technical field readying the candidate for transportation security of nuclear and radioactive material internationally and 5 years' related experience. An equivalent combination of education and experience may be considered.
• Experience working in transport security operations.

Preferred Qualifications:

• Leadership qualities commensurate with experience. The candidate will be expected to lead teams and will often work independently of direct supervision.
• Responsibility and responsiveness are required. This job includes flexible scheduling. The successful candidate must demonstrate their ability to set priorities, meet milestones, and remain accountable regardless of physical location.
• Ability to travel domestically and internationally up to 2 weeks out of the month.

• This job will regularly require the preparation of reports and presentations, as well as conference publications.
• A high level of facility with MS Office products including Word, Excel, Power Point and Teams is required.

• Working knowledge of Nuclear Regulatory Commission (NRC), Department of Transport (DOT), and Department of Homeland Security (DHS) regulations and requirements for the secure transport of radioactive material.
• Working knowledge of International Atomic Energy Agency (IAEA) Nuclear Security Series recommendations and guidance: NSS Nos. 14, 9-G Rev. 1, 13, and 26-G.
• Working knowledge of the mission of the DOE/NNSA Office of Radiological Security (ORS) and Office of International Nuclear Security (INS).
• Senior-level experience in direct transportation operations.
• Direct experience working with international partners in international settings.
• Current experience with stakeholders; state governmental agencies, law enforcement organizations, radioactive source industry (including producers, carriers, and forwarders), and relevant professional associations.
• Excellent written and oral communication skills.
• Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
• Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

Visa sponsorship is not available for this position.

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
