Authority, Scope and Basic Function The HR Coordinator will assist with the administration of the day-to-day human resources functions and duties for Novum Structures. The HR Coordinator executes responsibilities in some or all of the following functional areas: Recruiting, HRIS, employee inquiries, Benefits Administration, Compensation, FMLA coordination, Worker's Compensation, implementation and execution of policies and procedures, File Management, On-boarding, Compliance and other special projects. Essential Duties and Principal Responsibilities Human Resources
- Timely processing of a biweekly payroll for exempt and non-exempt US and Canadian Novum employees; including reviewing timesheets, special payments (bonuses and commissions), and vacation, sick time, and attendance tracking.
- Maintain Human Resource Information System (HRIS) records and document changes on all employee statuses as necessary (change of address, departmental transfers, rate increases, terminations, etc.)
- Benefits Administration - enroll new hires in employee welfare benefit programs through applicable benefits system and counsel employees as needed on specific benefit inquiries; and reconcile and audit accuracy to employee payroll deductions.
- Coordinate New Employee Orientation program - verify new hires complete all necessary federal and state tax paperwork (W4 and I9) and process all employees through the E-verify system; review Employee Handbook and confirm all necessary documents are signed; and review OSHA mandated health and safety requirements with shop employees.
- 401(k) - Administer and enroll US and Canadian participants; act as a subject matter expert for employee questions; participate in annual audit; and schedule annual employee informational sessions.
- Unemployment Insurance - Review, complete, and manage all initial claims; correspond with appropriate State agencies; represent Novum at scheduled hearings to handle escalated claims.
- Family Medical Leave administration - Initiate and process alleged and reported requests for FMLA; follow up with all parties (employee, doctor, medical facility, etc.) to verify that all paperwork is completed in an efficient and accurate timeframe.
- Reference checks - Respond and complete all requests or inquiries for verification of employment for past NUS staff.
- Research and prepare the EEO-1 report annually.
- Prepare form 5500 for welfare benefit programs.
Recruiting
- Full cycle recruiting of Fabrication & Warehouse employees including compliance with EEOC statutes.
- Partners with the hiring managers to identify staffing needs, determine the selection criteria and source potential candidates through online, social platforms and professional networks.
- Recruit, phone screen and interview candidates in person to provide hiring managers with a strong pool of candidates for onsite interviews.
- In coordination with the Director of Fabrication & Human Resources, work on the development of behavior-based interviewing guides and train the hiring managers on the proper methods of conducting and documenting the interview to select the most qualified candidate.
- Strategic focus on long-term human resources planning with the Director of Fabrication & Human Resources and identifying and creating a 'bench' of active and passive candidates for positions that require specific skillset.
- Schedule and lead all debriefing meetings with the hiring manager and any other member of the interviewing team after all onsite interviews have been completed.
- Ability to manage multiple requisitions with ability to prioritize and work with a sense of urgency on filling key positions.
- Communicate with applicants, interviewees, job posting sources and other interested parties. Maintains the confidentiality of all candidate information.
- Meet recruiting goals and metrics; update hiring managers on all major projects and recruiting progress.
- Lead, establish and develop networks and maintain partnerships with community organizations, technical schools, colleges, alumni groups, etc. that would drive recruitment and monitor its effectiveness.
Safety
- Investigate industrial accidents, injuries, or occupational diseases to determine causes and preventive measures; to determine how such accidents might be prevented in the future and to report or review findings from accident investigations, facilities inspections, or environmental testing.
- Participate in Novum's safety committee, schedule meeting, develop agenda and follow-up on open issues.
- Workers Compensation - Investigate and file new claims with Insurance Company; keep Director of Fabrication & Human Resources abreast of open and active claims; maintain OSHA 300 log and annually post by federally mandated deadline.
Administrative
- Office Management - Manage outside vendor contracts (cleaning, office equipment, shop uniforms, etc.); take inventory of copy machine supplies and order additional product from vendors; and coordinate Novum cell phone and credit card plans.
- Backup for office administration and the front desk.
Qualifications / Requirements
- Bachelor's Degree in Business Administration with a Human Resources specialization or equivalent discipline and at least two (2) years of relevant payroll and human resources experience in positions of progressive responsibility.
- Strong detail, deadline, and goal orientation.
- Basic accounting knowledge and experience
- Ability to work within a team to achieve corporate goals.
