The Office of Information Technology at the Dell Medical School is seeking a Technical Enterprise Information Technology Project Manager. Working closely with the IT Director of Project Portfolio Management, business stakeholders, and several cross-functional teams, this individual will ensure that projects are delivered successfully and align with the institution's healthcare, academic, and research objectives. The role requires strong leadership, collaboration, and technical expertise to deliver high-impact solutions that meet the highest standards of scalability, security, and compliance.

A significant mandate for this position is to drive enterprise-wide Office 365 migration and IT transformation initiatives toward technology standardization, platform consolidation, and rationalized, effective, and efficient operational technologies that deliver impactful results for our business. Projects may include process mapping, systems analysis, project launches, application procurements, licensing, data migrations, configuration, identity management, integrations, testing, training, go-live oversight, contingency planning, organizational change management, and transition to operations.

This is a technology leadership role that demands a confident, mature, and assertive individual who can navigate complex challenges, manage multiple initiatives simultaneously, and deliver projects within scope, on time, and within budget. The ideal candidate will demonstrate self-management and personal accountability, driving projects to completion while maintaining the highest quality and compliance standards.

Purpose

The Technical Enterprise Information Technology Project Manager is responsible for overseeing the planning, execution, and successful delivery of critical technology projects for Dell Medical School. This position will lead complex, enterprise-wide technology initiatives such as IT Transformation, Office 365 migrations, cloud application implementations, IT operational improvements, process automation, employee productivity tools, application standardization initiatives, knowledge management solutions, self-service and custom-developed solutions, and integrated project and portfolio reporting.

Responsibilities

Project Leadership and Management:

  • Lead and manage the full lifecycle of enterprise information technology projects, from scoping and planning to execution and final delivery, ensuring that objectives align with organizational and departmental goals.

  • Develop and manage detailed project plans, timelines, budgets, and resource allocations to ensure projects are completed on time and within budget.

  • Proactively identify and mitigate risks and address issues promptly to ensure project success. Oversee the alignment and delivery of enterprise technologies from architecture/design, contracts, licenses, vendors, build/configure cycles, data migrations, integrations, testing, training, go-live, and contingency planning, through to operational handoffs.

  • Ensure all projects comply with organizational standards, business needs, and security and regulatory requirements.

  • Apply project management best practices (Agile, Scrum, Waterfall) to achieve scalability, security, and operational excellence. Participate with the PMO Director, other Project Managers, and the Office of the CTO for total Portfolio Management, road mapping, planning, and reporting to stakeholders.

Enterprise Technologies, Solutions Design, and Implementation:

  • Collaborate with the Office of the CTO, Cybersecurity, and IT technical teams to design, plan, and deploy scalable, secure, and high-performing infrastructure solutions, including networking, cloud platforms (e.g., Rackspace), data migrations (Microsoft Fabric), integration solutions (ESB), and internet/intranet CMS platform technologies (Adobe).

  • Ensure technology solutions support the healthcare, academic, and research needs of the institution while ensuring smooth transitions during upgrades, migrations, and technology implementations.

  • Work with the IT Director of Infrastructure to apply best practices that ensure infrastructure solutions are operationally efficient, secure, and compliant with healthcare regulations (e.g., HIPAA).

Stakeholder Engagement and Communication:

  • For all assigned projects, serve as the primary liaison for clinical, research, and educational stakeholders, along with technology and business leadership.

  • Facilitate clear communication across departments, providing regular updates to leadership and stakeholders.

  • Drive change management efforts to ensure successful adoption of new systems.

  • Foster collaborative engagement with cross-functional teams, ensuring alignment with both technical and business objectives.

Vendor and Resource Management:

  • Manage relationships with external product vendors and service providers to ensure timely delivery of services and adherence to contractual terms (SLAs).

  • Effectively allocate and manage internal and external resources to ensure optimal project delivery.

  • Participate in infrastructure technology procurement, contracting, implementation planning, technology licensing, and budget management to ensure effective use of organizational resources.

Optimization & Support:

  • Benchmark, monitor, and evaluate project outcomes, identifying opportunities for improvement.

  • Facilitate the handoff of implemented technologies to operational support teams, ensuring operational success and compliance with service agreements.

  • Maintain comprehensive project documentation, ensuring that all project milestones, decisions, and changes are accurately recorded.

Change Management and Process Improvement:

  • Drive change management efforts to ensure smooth implementation of new technologies, systems, and processes.

  • Collaborate with stakeholders to ensure readiness and adoption of new IT infrastructure solutions.

  • Continuously evaluate and refine project processes to optimize outcomes, improve performance, and increase efficiency.

Required Qualifications

Education & Certifications:

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field. A Master's degree is a plus and can be used to meet a portion of the experience requirements.

  • Project Management Professional (PMP) or equivalent certification.

Experience:

  • 7+ years of experience in information technology project management, with a significant portion of that experience managing enterprise projects such as: O365 migration, IT transformation initiatives, IT operational and process improvements, cloud application implementations, employee productivity tools, application standardization initiatives, knowledge management solutions, self-service and custom-developed solutions, integrated project and portfolio reporting. Must have significant skills and experience managing project scope, charter, requirements, architecture, design, configuration build, licenses and identity management, data migrations, integrations, testing, training, go-live, contingency planning, plus all related communications and change management.

  • Strong background in academic medical center (AMC) environments or similar regulated sectors is a plus (e.g., healthcare, education, research).

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Certifications:

  • ITIL, Agile, or other relevant certifications in IT service management and project management.

  • Industry standard and application specific certifications (Microsoft, ServiceNow, Adobe, Jira).

Additional Skills:

  • Familiarity with cybersecurity best practices in technology projects.

  • Advanced knowledge of cloud platform technologies

  • Experience in implementing large-scale enterprise information technology solutions in healthcare IT or similar regulated environments.
