Overview:

We are seeking a Team Lead who will focus on managing and mentoring field deployed Safety and Health Professionals who are matrixed to Oak Ridge National Laboratory (ORNL) research and development (R&D) and Nonreactor Nuclear Facility organizations. These positions will reside in the F&D, Neutron & Nuclear Safety Services Group within the Safety and Operations Services Division (SOSD) of the Environment, Safety, Health and Quality (ESH&Q) Directorate at ORNL.

As part of this group, the Team Lead will manage a portion of staff within the group while also providing technical professional industrial hygiene support to customers. Up to 30% of time will be dedicated to supervising staff, with the remainder in a technical role providing identification, recognition, evaluation, and control of workplace hazards associated with dynamic and rapidly evolving R&D activities or nuclear facilities. The R&D, Neutron, and Nuclear Safety Services Group provides safety and health professionals with expertise in IH to customers in ORNL's R&D scientific directorates, to research at the two onsite neutron user facilities, and to operations in Nonreactor Nuclear Facilities. The staff who will report to the Team Leads are well qualified safety and health professionals with technical expertise in IH and safety. The Team Leads will be responsible for managing the day-to-day operations of the organization (budget, planning, staffing, recruiting, business plan execution, etc.) while developing the technical and organizational strengths of the group.

Major Duties/Responsibilities:

  • Manage and mentor safety and health professionals matrixed to scientific research organizations and nonreactor nuclear facilities.

  • Provide professional safety and industrial hygiene (IH) support to and oversight of R&D and/or facility operations and maintenance activities.

  • Build and sustain an environment that supports cooperation and cohesiveness between H&S, operations, and research staff.

  • Evaluate R&D activities, facilities and operations tasks, or internal operating procedures and processes to identify hazards and provide recommendations for controls and verify adequacy of controls as work proceeds.

  • Use comprehensive IH practices and equipment to conduct qualitative and quantitative exposure assessments of chemical and physical hazards.

  • Develop and maintain positive customer relationships across ORNL.

  • Review procurement and subcontract activities for safety, environmental and operational requirements.

  • Participate in the review and development of division or directorate level procedures and guidelines as needed

  • Support the Group Leader in executing the division and directorate business plans and objectives, recruiting, subcontracting and professional development initiatives to attract, develop, motivate and retain highly qualified and diverse staff.

  • Participate in inspections, assessments and audits.

  • Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.

  • Continually seek ways to increase operational efficiencies and improve safety culture in support of the ORNL mission and champion initiatives to do so.

Basic Qualifications:

  • Position requires a BS degree in public health, safety, industrial hygiene, engineering or related technical field, with a minimum of 12 years of relevant experience or a MS degree with a minimum of 10 years of relevant experience.

  • Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), and/or Certified Hazardous Materials Manager (CHMM) are desired.

  • Experience in field oversight/assessment of IH/industrial safety performance and compliance with applicable OSHA, local, state, and federal IH and safety standards and regulations.

  • Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis/exposure assessment activities.

  • Technical knowledge of IH instrumentation including calibration, usage, limitations, and calculations/interpretations of results.

  • Ability to effectively interface with DOE and UT-Battelle management and staff at all levels.

  • Self-motivated and organizational skills to enable planning, execution, and implementation in a timely manner.

  • Demonstrated excellence in interpersonal, verbal, and written communication skills.

Preferred Qualifications:

  • Experience directly supervising technical staff.

  • Experience working in an R&D environment, including previous health and safety (H&S) experience within the DOE complex or university research environment.

  • Experience in the DOE complex and ORNL systems such as the Research Hazard Analysis and Control System, Work Planning System, Integrated Safety Management, the Facility Service Center, and the Hazardous Material Management Information System.

  • Current DOE security clearance or ability to obtain a clearance.

  • Experience working as a team player in an ever-changing, multi-discipline, multi-task, and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors, and operations staff.

  • Field implementation of DOE's Integrated Safety Management (ISM), and DOE's Worker Safety and Health Program (10 CFR 851).

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Demonstrated leadership experience and ability to achieve results through diverse cross-functional teams.

  • Strong knowledge of and experience interpreting and implementing requirements of OSHA 1910 and DOE standards.

  • Assessment, investigation, and Human and Operational Performance experience is highly desirable.

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
