The Regional Buyer role includes Asset Management, Purchasing Programs, and local Facility Maintenance Projects for their assigned region. Regional Buyers are responsible for overall management of their projects, coordinating the efforts between the various members of the local Waste Pro team.

Job Functions :

Asset Management



  • Responsible for the rental equipment inventory in their assigned market area. Ensures rental equipment is returned on time and helps to manage any issues with the rental relationship.
  • Support the region's Industrial Division with rental equipment issues regarding any supplier relations, billing, or service-related issues.
  • Work to ensure all rental suppliers meet expectations and provide sourcing support to locate new suppliers as needed.
  • Supports the tracking of Container Inventory for each Waste Pro location in the Buyer's assigned Region. Double check the Inventory counts, once per month, to confirm accuracy and report to Corporate Purchasing.


  • Supports effective utilization of Waste Pro Container Inventory and enforce Corporate Container Inventory Policy through communication and training of local office personnel in the assigned region.


Facility Maintenance



  • Manage Facility Improvement and Small Remodel Projects which include Roof replacements, HVAC replacements, paving repairs to parking areas, fencing, gates, painting, electrical, office moves, and other facility related projects.
  • Provide leadership on Facility Maintenance agreements that include HVAC maintenance, Landscape Maintenance, Janitorial Services, Pest Control Services, Irrigation Services, Tree Cutting and removal services, etc. The Regional Buyer will manage the initiation of these service agreements, and the Local Waste Pro team will support/manage the day-to-day operations of the supplier's performance.
  • Assist each Division prepare of a local order guide that keeps track of all local facility contractors, any recent work, and any warranty information from recent projects.
  • Manage procurement documentation for all contractors hired (e.g., scopes of work, technical specifications, bid evaluations, Insurance Certificates, etc.).
  • Prepare "scope of work" and solicit quotes for facility projects and services - evaluate and award to appropriate suppliers. Ensure suppliers have appropriate qualifications, references, and insurance to perform the work for the service or project.
  • Supervise Suppliers (for projects) to ensure the "scope of work" is followed and that the budget stays on track. Acknowledge budget changes by signing budget change orders. Responsible for the complete closure of the assigned projects. Participate in the Annual Facility Budget process for the region's facility projects -- recommend needed projects and estimates of costs.
  • Provide support to the local Waste Pro team on any supplier invoice or dispute issued related to the facility projects or service agreements. For projects that require permitting, assist the local Waste Pro office with any permit applications. Attend any public meetings, as required, to support any permitting process related to a regional facility project.
  • Build and maintain relations with suppliers and internal stakeholders by visiting Waste Pro Divisions on a weekly, bi-weekly basis to ensure they receive their services.


Purchasing



  • Function as leader/mentor within the Assigned Region; providing guidance to our internal customers with support and training on Purchasing programs and policies.
  • Collect, analyze, and interpret internal/external data from multiple sources for materials or services to make informed decisions.
  • Conduct negotiations with suppliers within the Assigned Region for spend materials and/or services.
  • Drives and manages the execution, and compliance to, defined Corporate Purchasing and Fleet Purchase Programs and Purchasing Policy on a local level. Works closely with the Local Division Managers, Fleet Managers, and Office Managers.
  • Identifies and enable opportunities for cost reductions, cost avoidance and service improvements in the Assigned Region.
  • Drive new projects for cost savings, cost avoidances, margin improvements, and other procurement benefits, using best-in-class procurement techniques.
  • Provides monthly reporting on savings, benefits, key initiatives, and projects to Corporate Purchasing.
  • Lead and prepare Regional Area RFQ's and RFPs to suppliers/contractors when needed and follow the Strategic Sourcing Process - reduce the supply to streamline processes and reduce costs.
  • Monitor Purchasing and Fleet Purchasing compliance with established programs and provide local training to improve Waste Pro's understanding and execution of the purchase process.
  • Validate and execute change orders related to material or services issued as per the requirements and requisition of the stakeholder.
  • Validate and reconcile supplier invoices, manage invoice resolution, and correspond with supplier/contractor, Accounts Payable or stakeholder regarding invoice discrepancies.


  • Accountable for ensuring adherence to functional processes and procedures and ongoing development and assuring compliance with the company's code of ethics.
  • Ability to provide expertise, leadership, user support and associated Purchasing training.

OTHER JOB RESPONSIBILITIES:



  • Employees in this job classification must attend and participate in corporation sponsored training courses as assigned.
  • Employees in this job classification are responsible for keeping up to date on current technology, as job appropriate, being used by Waste Pro
  • Any additional job duties that may be assigned by the Supervisor.



QUALIFICATIONS:



  • Combination of education and experience in business or supply chain management, bachelor's degree preferred.
  • 5+ years of experience within Purchasing or Supply Chain as a materials/services buyer.


  • ISM qualified or equivalent. Preferred


  • Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM), or Supply Chain Management Professional (SCMP) beneficial. Preferred
  • Proficient in applying the tactical and strategic steps in the procurement process to obtain materials or services required by the business.
  • Efficient in the use of MS Office, MS Excel, MS Power Point and SharePoint.
  • General knowledge of legal terminology includes standard contract terms and conditions, risk management, and insurance requirements for service providers.
  • Proven application of relevant knowledge of Supply Chain systems (SAP/Oracle) in normal business situations without use of reference guides/assistance.
  • Ability to effectively communicate within a team environment.
  • Ability to monitor and manage supplier relationships and performance.
  • Ability to influence stakeholders/customers without authority.
  • Possess initiative and a "sense of urgency" and ability to thrive in an ambiguous environment.


  • Good planning project management skills
  • Strong commercial acumen and negotiation skills


  • Deep knowledge of the strategic sourcing, procurement lifecycle and procurement best practices and methods, including an understanding of the current market conditions, key suppliers, industry knowledge and materials/services procured.
  • Knowledge of purchasing practices and procedures and industry trends.
  • Knowledge of fuel buying, fuel cards, tires, fleet parts, temporary labor, and MRO and safety supplies. Basic knowledge of facilities maintenance agreements and general small facility improvement projects.
  • Skill in establishing and maintaining effective working relationships.
  • Strong writing and analytical skills.

WORK ENVIRONMENT: Normal setting for this job is: office setting and travel 40% to all office locations that are in the regional area assigned.
