Duties & Responsibilities:

Information Security (INFOSEC) Support:



  • The Security Specialist I shall prepare transmittals and packages for mailing of classified material. This includes accepting mail packages addressed to the Commanding Officer/Activity Security Manager/ NSWC PHD Security; log and account for mail, notify intended recipient(s); advising on transmission/ transportation of classified material; and safeguarding and accounting for all mail received until picked up by intended recipient.
  • Track and report security discrepancies related to mailing classified items.
  • Provide document control support services to include database management, inventory control, conducting frequent inventories and inspections of all documents, media, receipts, transmittal forms, and the destruction documents.
  • The Security Specialist I shall ensure proper handling and storage of all media and documents. The Contractor shall receive, process, track, and inventory classified materials.
  • Interface with Navy/DOD civilian, Contractors, and other entities in the safeguarding of classified documents. Documents are defined as: a piece of written, printed, or electronic matter that provides information of evidence or that serves as an official record.
  • Ensure proper handling and storage of all media, documentation, and/or equipment including declassification and disposal in accordance with the appropriate Automated Data Processing Standard Operating Procedures (ADP SOP).
  • Ensure procedures are followed for handling information at all security levels up through Top Secret/SCI; including unclassified, Privacy Act Information, Controlled Unclassified Information (CUI),Confidential, Secret, Top Secret (TS), NATO, Sensitive Compartmented Information (SCI). All "Need-to-Know" determinations will be made by Government personnel and provided to the Contractor.
  • Issue and maintain status accounting for courier cards and courier letters issued by the Command Security Manager; notify courier card holders of pending card expiration.
  • Review, validate, and track Portable Electronic Device (PED) authorization requests and verify that PED authorization supports mission essential activities.
  • If the Building has a "no electronic device policy", the Security Specialist I shall ensure all Visitors entering the building are aware of and enforce the policy by pointing out the list of prohibited items posted on the entry door and the visitor check in desk.
  • Review, validate, and track photography authorization requests. This includes the verification that photography authorization supports mission essential activities and scheduling training with the physical security officer for all individuals requesting photography permits.
  • Prepare shredder authorization letters for approval by Activity Security Manager. This includes tracking authorization letters for approved shredders and assisting with unclassified shredder bins.
  • Perform miscellaneous and administrative support functions as directed by the Contractor site lead.
  • Assist with the Outlook and Teams calendar used for the scheduling of conference rooms. Any questions regarding a security clearance or escort shall be referred to the Departments Security Officer.
  • Provide security escorts to command visitors and complete end-of-day security rounds in accordance with operating procedures.


Physical Security (PHYSEC) Support:



  • Security Specialist I shall maintain the combination envelopes and the database which tracks security containers and combination locks on vault doors and documenting change action on the SF-700s.
  • Audit and inspect security containers and contents, change lock combinations, associated with security containers; assist with classified material accountability and inventories. The Contractor shall generate inspection and inventory reports.
  • Assist with conducting physical security surveys, threat and risk analysis, conduct random antiterrorism measures, review Unified Facility Criteria (UFCs) and recommend new construction building requirements, review secure room construction requirements, conduct fence line and lighting surveys reports once a year or as requested by the Government.
  • Provide physical security assistance of force protection/antiterrorism and other physical security programs and new initiatives. The Contractor shall support the scheduling and execution of random anti-terrorism measures, annual inspections, and execute additional security required during the normal working day when higher threat conditions dictate.
  • Open, secure, and alarm zones in accordance with a buildings standard operating procedure.
  • Troubleshoot, investigate malfunctions, and maintain accreditation relating to the Intrusion Detection System and the Access Control System.
  • Facilitate, monitor, and ensure completion of all foreign travel requirements. This support includes: maintaining files and logs of all NSWC PHD personnel on travel and their completion requirements, reviewing the foreign clearance manual, providing information and requirements to travelers, assisting NSWC PHD personnel with completion of the ISOPREP and foreign travel documents; and assessing threats that may affect foreign travel/travelers.
  • Security Specialist I shall assist with inquiries and investigations through data gatherings and acting as the liaison between coordinator and customer. The Contractor shall identify requirement for initiation of Preliminary Inquiries (PI), provide PI documentation and examples to designated Preliminary Inquiry Officer (PIO); and track PIs to ensure required reports are delivered according to established policies and regulations. Investigations include: Electronic Spillages, Counterfeit Materiel, and general security violations. (CDRL A005)
  • Support the management of key control (issuance, return & tracking). This includes completing annual key inventories and tracking the temporary, daily check out of keys; and completion of Key Memos for the Security Officer review and signature when new keys are required.
  • The Contractor shall perform PHYSEC Locksmith tasking (e.g. changing/installing lock combinations, drilling, maintenance of locks/doors, changing cypher locks, installing and repairing LKM Series Locksets, KABAMAS), clean/repair/maintain high security locks.
  • Perform randomized searches of hand carried items and implement emergency action procedures in accordance with policy and monitor security equipment (e.g. CCTVs, alarm systems, access control systems)
  • Perform miscellaneous and administrative support functions as directed by the Contractor site lead.
  • Other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):



  • This position requires: Strong task management, excellent communication (written and verbal) skills, and providing a high level of customer services with the ability to work independently in a fast-paced environment.
  • This position requires proficiency in Microsoft Office: Word, Excel, PowerPoint and Outlook.


Minimum/General Experience:

PHYSEC:



  • 2 years of experience in PHYSEC (TS/SCI- Secret).
  • Experience with alarm and access control


AND/OR

INFOSEC:



  • 2 years of experience in INFOSEC (TS/SCI- Secret).
  • Experience with alarm and access control systems.
  • Security clearance will be specified by position.


Minimum Education:



  • Bachelor's Degree from an accredited college/university and two years of relevant
  • Allowable substitution - High School Diploma or General Education Diploma (GED) with at least 6 years of relevant experience.
