Summary

Transmission Staff Engineer

Responsible for coordinating, scheduling, and engineering detail for the construction, installation, commissioning, and maintenance of GP&L and TMPA electric facilities and equipment. Ensure compliance with the North American Electric Reliability Corporation (NERC), National Electric Safety Code and Electric Reliability Council of Texas standards. Also, responsible for ensuring reliable and economical design and documentation in the construction, installation and maintenance of substation facilities.

Summary

Transmission Engineer

Responsible for the coordination of electric utility project activities for Transmission Engineering, as well as with other divisions, departments and organizations. Also, responsible for ensuring reliable and economical design and documentation in the certification, construction, installation and maintenance of transmission lines and substation facilities.

Pay Ranges (Depending on qualifications and experience)

Transmission Staff Engineer: $99,770.32 - 116,632.00

Transmission Engineer: $82,452.00 - 96,386.00

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Transmission Staff Engineer

  • Coordinate project activities with divisions, departments and organizations, including GP&L, TMPA, and other utilities.

  • Provide oversight of design drawings, diagrams and plans for replacements and upgrades of utility facilities.

  • Coordinate and oversee engineering firms contracted to design substation facilities.

  • Oversee and ensure the proper installation, maintenance and removal of equipment and apparatus.

  • Identify and implement project concepts and design criteria, including: specifying equipment; defining scope of work; and developing and implementing service contracts.

  • Research and review design drawings, specifications, bill of materials, etc., to ensure appropriate response and suitable facilities.

  • Assist with the installation, maintenance and troubleshooting of transformers, breakers and protective relays.

  • Prepare and assist with engineering concepts, design, procurement of materials and equipment; modify specifications base on "lessons learned" review.

  • Coordinate and oversee Interconnection Requests (IR) and Full Interconnection Studies (FIS).

  • Oversee the filing of design drawings and records according to GP&L Document Management standards

  • Perform field inspection of construction and/or installations to ensure conformance to design, security and reliability of the system following any changes to construction, as-built records, or documentation

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Transmission Engineer

  • Identify and implement project concepts and design criteria, including: specifying design criteria, defining scope of work, and developing/implementing service contracts.

  • Provide design drawings, diagrams and plans for replacements and upgrades of utility facilities.

  • Coordinate and oversee engineering firms contracted to develop CCN applications and designs for transmission and substation facilities.

  • Negotiate Interconnection Agreements with Resources, Transmission Owners, and End Users to achieve quality electrical interconnections.

  • Review design drawings, specifications, bills of material, etc., to ensure appropriate response and suitable facilities.

  • Oversee the preparation of bid documents for procurement of material and equipment.

  • Prepare and submit monthly Transmission Construction Progress Reports to the Public Utility Commission of Texas.

  • Support the Project Designer in daily activities of AutoCAD drafting/drawing, drawing archive maintenance, as well as the development and plotting of drawings.

  • Perform field inspections of construction to ensure conformance to design, security and reliability of the system following any changes to construction, as-built records or documentation.

Minimum Qualifications

Transmission Staff Engineer

  • 4 year college degree in Electrical Engineering, or Electric Engineering Technology

  • 4-6 years of related experience or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job

  • TX PE certification or ability to obtain within one year of hire

Minimum Qualifications

Transmission Engineer

  • 4 year college degree in Electrical Engineering or Electrical Engineering Technology

  • 0 to 2 years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Transmission Staff Engineer

Education/ Experience:

  • TX PE certification

  • Post-graduate work in Electrical Engineering and/or MBA

  • 5 or more years experience in Substation, System Protection, or Transmission Line Maintenance, Construction or Design

Preferred Qualifications

Transmission Engineer

Education/ Experience:

  • Working towards EIT and/or Texas PE License or Project Management Professional (PMP) Certificate

  • 4 - 5 years experience in transmission line/substation design, electric utility project management, construction or maintenance

  • 1 - 2 years leadership experience

Knowledge, Skills & Abilities

Transmission Staff Engineer

  • Skill in Microsoft Office and Project Management software

  • Proficient knowledge of substation and/or transmission line design/construction methods and practices

  • Proficient knowledge of electric utility system operations

  • Proficiency in use of computer-aided design, simulation tools and modeling software applications

  • Knowledge of Environmental Protection Agency (EPA), Federal Energy Regulatory Commission (FERC); North American Electric Reliability Corporation (NERC); Electric Reliability Council of Texas (ERCOT); National Electric Safety Code (NESC) and/or other regulatory agencies' standards and practices

  • Knowledge of engineering project planning and budgeting

  • Knowledge of project management; engineering specifications; construction permitting, site approvals.

  • Strong oral and written communication skills

  • Strong organizational skills

Knowledge, Skills & Abilities

  • Skills in Microsoft Office Suite and Project Management software

  • Knowledge of PUCT CCN processes and requirements

  • Knowledge of transmission line/substation design/construction methods and practices

  • Knowledge of electric system operations

  • Knowledge of Environmental Protection Agency (EPA), Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Electric Reliability Council of Texas (ERCOT) and/or other regulatory agencies standards and practices

  • Understanding of planning and budgeting in regard to projects

  • Knowledge of project management, engineering specifications, construction permitting, site approval, etc.
