The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks an Industrial Electrician to perform electrical work associated with the installation, modification, maintenance and repair of industrial electrical systems, controls, and equipment at various Solid Waste facilities

DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally-recognized team of professionals are working together towards a singular goal: providing environmentally-responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.
Reports to the DPWES Transfer Station, 4618 West Ox Road, Fairfax, Virginia, but may provide support at additional Solid Waste facilities as needed.
Under the general supervision of the Trades Supervisor, with the ability to perform independently the successful candidate will:
- Performs diagnostic evaluation and necessary repairs on various complex electrical systems and system components, which include personally inspecting the operation of leachate/wastewater pumping stations and landfill gas flare system.
- Installs new complex electrical systems, system components and calibrate electrical systems when needed.
- Performs inspections and preventive maintenance on various complex electrical systems and systems components while ensuring compliance with all applicable codes and code requirements.
- Performs a variety of tasks in the maintenance of three - phase industrial electrical equipment up to 480 volts, including MCC, panel boards, standby generators, motors, pump controllers, HVAC equipment, switch gear, rack able breakers, VFD'S and soft starters and other electrical equipment in the Transfer Station.
- Performs a wide range of complex preventive/corrective maintenance and general housekeeping to maintain continuous operation of industrial electrical equipment.
- Lists and orders necessary parts to restock, repair or replace all industrial electrical equipment throughout the Transfer Station.
- Utilizes computers and software to maintain work orders, and requisition parts for preventive and corrective maintenance.
- Performs work in permit confined spaces, hazardous areas that require respiratory protection and personal protective gear, slippery and wet conditions.
- Attends required electrical training to ensure work is performed.
- Complies with the regulatory requirements and national electrical code.
- Subject to 24-hour call back and must, therefore, be able to work emergency overtime.

Illustrative Duties

- Troubleshoots high voltage industrial equipment, control and power system failures to determine the cause and corrective action required;
- Performs journey level tasks in the maintenance and repair of 3-phase and single phase electrical equipment;
- Performs inspections of distribution centers, motor control centers and other electrical control panels and equipment;
- Installs, maintains, and repairs electrical systems and equipment up to 5000 volts and 4000 amps;
- Makes necessary repairs and replacements, and tests effectiveness of corrective action;
- Troubleshoots, repairs and/or installs main switchboards, main and branch circuit breakers, disconnects and wiring devices such as switches, convenience receptacles and dedicated receptacles, possibly without the aid of a blueprint or schematic because of equipment age;
- Performs predictive and preventive maintenance in accordance with manufacturer recommendations on electrical equipment;
- Creates work orders and documents;
- Assists in maintaining records and inventory of repair and replacement parts and supplies to ensure availability of parts to minimize down-time of equipment;
- Utilizes Computerized Maintenance Management system and/or Enterprise Asset Management system to monitor, create and close out work orders;
- Utilizes Supervisory Control and Data Acquisition systems to troubleshoot electrical problems;
- Troubleshoots, repairs, and installs Variable Frequency Drives;
- Utilizes Variable Frequency Drives and Programmable Logic Controllers to troubleshoot and make repairs;
- Performs routine start-up and testing of emergency generators;
- May serve as a lead over Industrial Electrician I's;
- Effectively communicates with customers, employees and supervisors;
- Engages in safe working practices and complies with safety programs and guidelines;
- Reports and monitors unsafe working conditions;
- Complies with safety competencies.

Required Knowledge Skills and Abilities

- Journey level knowledge of applicable county, state and national electrical, NFPA and safety codes;
- Working knowledge of computers, Variable Frequency Drives, Programmable Logic Controllers, Computerized Maintenance Management and/or Enterprise Management Systems and Supervisor Control and Data Acquisition systems and diagnostic measures;
- Working knowledge of safety regulations and procedures as well as common hazards associated with working with electricity;
- Working knowledge of supply and policy and procedures;
- Ability to distinguish different color wiring;
- Ability to read and interpret diagrams, schematics, blue prints and manuals;
- Ability to use a computer;
- Ability to lead other employees;
- Ability to work in confined spaces;
- Ability to comprehend confined space training;
- Ability to comprehend and comply to safety practices;

Employment Standards
-
MINIMUM QUALIFICATIONS: Any combination of education, training, and experience equivalent to the following: graduation from high school, or a GED issued by a state department of education or equivalent; successful completion of an approved electrician's apprentice program and four years of experience as an industrial electrician. CERTIFICATES AND LICENSES REQUIRED:
- A valid driver's license.
- A valid Commonwealth of Virginia Journeyman Electrician's license.
- Confined Space Certification within 3 months of hire.
- OSHA-Approved Confined Space Training )16 Hour Course) within 12 months of hire.
- Aerial Lift and Fall Restraint Certification within 6 months of hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.
Subject to 24 hour call back and must, therefore, be able to work emergency overtime. Subject to working in adverse weather conditions and may be exposed to raw waste or environments generating methane gas. Ability to distinguish different color wiring.
PREFERRED QUALIFICATIONS:
- One (1) year experience working in an industrial setting and working on industrial electrical equipment.
- Four (4) years of work experience observing electrical safe work practices.
- One (1) year experience reading one line and schematic drawings.
- One (1) year experience conducting preventive maintenance practices.
PHYSICAL REQUIREMENTS:
Ability to enter and work in a confined space (i.e., wet wells and gas flare systems). Ability to lift up to 25 lbs. without assistance and 25 to 50 lbs. with or without assistance. Ability to operate a vehicle. Ability to stand, walk, bend, stoop, crouch and work in tiring and uncomfortable positions for lengthy periods of time. Ability to work around loud noises and dangerous moving equipment and vehicles. Ability to work from ladders, steps and extensions and climb up to 16 feet to perform tasks. Ability to work in adverse weather conditions and temperatures. Ability to work in an environment where raw waste and household hazardous material exists. Able to effectively communicate, both verbally and in writing. Visual competency is required to be able to differentiate wire colors. All duties performed with or without reasonable accommodations.
