Overview
The Alternate Program Manager (APM) will assist in the overall management of Sierra Lobo's (SLI) Rocket Technology Engineering Services II (RTES II) contract at the Air Force Research Laboratory (AFRL RQ-West) at Edwards AFB, California. The APM provides technical and administrative support to the RTES II contract. The APM will serve as the secondary point of contact to RTES II Customers, Contracting Officers (CO), Contracting Officer's Representatives (COR), and AFRL RQ-West Site Leadership in executing the RTES II contract requirements. The RTES II contract is structured to provide Advise and Assist Services (A&AS) and engineering support services at AFRL RQ-West. The APM must work effectively in partnership with AFRL RQ-West. This partnership will be based on open communication, development of an atmosphere of trust, and an agreement to work cooperatively for the good of the contract. The APM will report directly to the RTES II Program Manager. Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA). Responsibilities
The RTES II APM is responsible for the following:
In the absence of the RTES II Program Manager, the APM is responsible for the duties and responsibilities listed in the RTES II Program Manager position description.
- Manages and executes RTES II subcontracts and consultants.
- Develops training plans and maintains training records to ensure RTES II personnel are trained for their roles.
- Manages the Environmental, Health, and Safety program for the RTES II contract.
- The APM will assist the PM with the implementation and completion of an annual Performance Evaluation process for all RTES II employees.
- Manages multiple technical and administrative task orders and groups of personnel supporting multiple customers.
- Supports AFRL RQ-West's use of SLI's TDEC reach back capabilities to fulfil the RTES II contract mission.
- The APM will be responsible for developing, maintaining, and delivering the RTES II A001 Contractor's Progress, Status and Management Report CDRL.
- The APM will assist the RTES II PM and Business Manager with the development, maintenance, and delivery of the A002 Contractor Work Breakdown Structure CDRL.
- The APM will be responsible for developing, maintaining, and delivering the RTES II A003 Technical and Management Work Plan CDRL.
- The APM will be responsible for developing, maintaining, and delivering the RTES II A007 Quality Management Plan CDRL.
- The APM will be responsible for developing, maintaining, and delivering the RTES II A008 Safety, Health, and Environment Plan CDRL.
- The APM will be responsible for reviewing, advising on, and processing the RTES II A011 Conference Papers and Presentations CDRL. The APM will also maintain the list of papers and presentations RTES II employees develop for academic and industry events.
- The APM will be responsible for reviewing, advising on, and processing the RTES II B001 Presentation Materials CDRL.
- The APM will assist with reviewing expense reports.
- In addition to the above listed, the APM will review and advise on ALL financial, management, and CDRL reporting requirements for the RTES II contract.
- The APM will perform other contract-related duties as assigned.
Qualifications
REQUISITE SKILLS:
- Knowledge of and experience with rocket propulsion concepts, modeling and simulation, system and component design, system and component experimentation and testing, fabrication and processing technologies, program support, and technology advocacy.
QUALIFICATIONS:
- Bachelor's degree in Mechanical, Aerospace, or other applicable Engineering discipline; Master's degree preferred. A business-related degree will be considered, depending on work experience.
- Minimum of two years' experience in a federal contract program management or business office role.
- MUST be able to obtain and maintain a DoD security clearance.
