Subcontracts Administrator, Senior

Key Role:

Conduct market and other research to define a negotiation strategy and represent Booz Allen in subcontracts negotiations. Communicate with a variety of internal stakeholders throughout negotiations to ensure that desired outcomes and priorities are equitably and compliantly pursued. Review and evaluate proposal responses to determine risks, ensure alignment to negotiation objectives, and promote compliance with regulations, policies, and laws. Ensure that all negotiations are thoroughly documented for future reference. Identify, manage and mitigate supply-based risks throughout the procurement life cycle, including pre-award through post-award to support prime contract requirements, operational goals, and business strategies by effectively partnering with other functional groups, including Legal, Contracts, Pricing, Risk Management, Finance, and others. Perform and oversee critical procurement tasks for highly complex procurements around development of effective business solutions, data analytics, artificial intelligence, and cybersecurity, including negotiation of master service agreements, reseller agreements, license agreements, creating and issuing requests for proposals, evaluating supplier proposals, conducting price analysis, pricing bill of materials, negotiating non-disclosure agreement, teaming agreements, creating small business subcontracting plans, flowing down appropriate prime contract, firm, or agency regulations, and administering master agreements, subcontracts, modifications, or task orders. Ensure compliance with Contractor Purchasing System Review (CPSR) requirements and Booz Allen policies. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

  • Experience with procurement or subcontracts, including supporting large and complex proposals for U.S. government programs, or civil or commercial clients
  • Experience with evaluating or negotiating agreement terms and conditions
  • Experience creating, reviewing, or auditing file documentation in compliance with Contractor Purchasing System Review (CPSR) requirements
  • Experience with serving as a business advisor or key functional integrator, aligning people, processes, or systems to ensure quality support to programs
  • Experience in collaborating with cross-functional teams to provide comprehensive business-oriented solutions to challenging problems
  • Experience with negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price, Level-of-Effort (FFPLOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, or Indefinite Quantity Contracts (IDIQ) types
  • Experience with federal acquisition regulations (FARs), General Services Administration (GSA) schedules, Government-wide Acquisition Contracts (GWACs), or IDIQ vehicles
  • HS diploma or GED

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
