DESCRIPTION OF WORK

In this role, you will be responsible for allocating and overseeing applications for permit reviewers, ensuring an equitable distribution of workload to fulfill the requirements of the Payback program, as well as adhering to the PRP/PDG policy where applicable, all in alignment with established program Standard Operating Procedures (SOPs). You will also implement the SPEED program in compliance with Act 54 of the Fiscal Code, along with the relevant SOPs and guidelines once they are finalized. Your duties will include assigning applications to permit reviewers to optimize efficiency and manage the permit process within your section to achieve set goals and objectives. Additionally, you will review staff review work and recommendations on eligibility of General Permit use, will review staff Records of Decision (ROD) and provide recommendations to the Program Manager, while also proposing new workflow processes aimed at reducing workload and enhancing processing efficiency. Adherence to Standard Operating Procedures (SOPs) and increasing staff review efficiency will be a critical aspects of your responsibilities.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $80,802 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Four years of professional civil engineering experience which includes three years in the appropriate specialty and one year of experience in directing the work of civil engineers.
Special Requirement:
- Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
Condition of Employment:
- This position requires possession of a valid Class C non-commercial driver's license.
