Position Summary

Council seeks energetic onsite Program Assistants (PAs) to participate in the Citizenship Washington Focus educational program, an intense and exciting learning experience for youth and adults from across the country. The position includes two weeks of virtual training, two weeks of in-person training, and three weeks of programming. The virtual training begins May 12, 2025, with a kick-off and introduction call. In-person work in Bethesda, MD, begins May 27, 2025, and concludes June 27, 2025. In this role, you will work with assigned state delegations and program staff to facilitate Council's educational tours and civic engagement curricula.

Additionally, the PAs under this program will be required to pass the D.C. Tour Guide Exam and become licensed Class B Tour Guides for the Washington D.C. metro area as a condition of their employment. Failure to successfully pass the exam will result in termination of the employment.

Responsibilities:

Program Facilitator Duties_

  • The individual in this role will be responsible for meeting with delegation organizers and group leaders to assist and orient groups upon arrival.
  • Lead educational workshops on hotel premises and ensure proper room set-up, arrangements, and audiovisual equipment.
  • Assist with the development of curricula for ongoing programs.
  • Coordinate recreational and free-time activities for participants. Additionally, this role will facilitate workshops and address any other program-related needs as they arise.

Tour Guide Duties

  • Responsible for learning routes and educational information about the monuments and memorials in Washington, D.C., creating customized talking points, and leading trips to these points of interest throughout the city.
  • Enhance participant education and interests by showcasing leadership and democracy in an impactful and engaging manner.
  • Serve as the primary liaison between National 4-H Council and each group during their stay, ensuring smooth coordination of tours and offsite field trips.
  • Collaborate with workshop program assistants to ensure that curricula is aligned, providing a seamless experience for delegates.
  • Lead educational tours and field trips, provide route directions to bus drivers, and manage events and meal ticket distribution, as well as handling transportation and parking logistics.

Minimum Qualifications

  • Must have a high school diploma or GED, or equivalent work experience.
  • Prior experience with public speaking and presentation skills.
  • Must be at least 18 years old, be flexible, and work well with others under pressure.
  • Must be a citizen of the United States and read, write, and speak English.
  • Must be able to satisfactorily pass the background check process and meet the Department of Consumer and Regulatory Affairs' medical and physical requirements.
  • Must be able to pass the tour guide exam.

Preferred Qualifications

  • Interest in civic engagement, government, public policy, history and/ or education.
  • 4-H involvement in any capacity is a plus.
  • Excellent interpersonal skills with an understanding of how to communicate effectively with all members of the public. Able to effectively deal with customers and citizens in a courteous and tactful manner.
  • Ability to prioritize multiple tasks and to handle interruptions.

Travel Requirements: All Program Assistant must stay at accommodations provided in Bethesda, MD and be onsite during working hours.

  • The role routinely uses standard office equipment, such as computers, telephones, photocopiers, filing cabinets, and fax machines.
  • Must be able to walk or stand for extended periods (typically 4-6 hours or more) for extended periods, often in high temperatures (90F or higher), often including direct sunlight exposure.
  • Ability to maintain physical energy and enthusiasm throughout tours while dealing with heat, humidity, and long hours on foot.
  • Must be able to lead tour groups in a major metropolitan area.
  • Requires the ability to lift files, open filing cabinets, and bend or stand as necessary.
  • Necessary math skills are needed to calculate change (money), formulas, commissions, discounts, etc.
  • Requires the ability to navigate varied terrain, including city streets, sidewalks, stairways, and possibly uneven or crowded spaces.
  • Must be able to quickly move between different locations, sometimes at a brisk pace, to keep on schedule.
  • Must be able to project voice clearly over background noise and speak for extended periods without strain, even in hot weather, which may affect vocal endurance.
  • Ability to adapt and maintain clear communication while managing the physical challenges of heat and fatigue.
  • Must be able to read maps and use public transportation systems, including buses and trains.
  • Must be able to assist guests with luggage or bags as necessary.
  • Must be able to lift 20 to 40 pounds.

Video Response Best Practices:

  1. A big part of the PA position is storytelling through commentary while leading tours of various memorials and sites throughout the city. The video should demonstrate your ability to teach or explain the context of your chosen topic as well as your story-telling skills.
  2. Let your personality come through! We do not recommend you share your presentation in a slideshow format, as it would not convey your true abilities. There are many other ways to showcase your teaching ability. Be creative!
  3. When uploading your video to YouTube, make sure to click on "Unlisted" to ensure the video is only visible to the person(s) you shared it with for review.

Benefits and Compensation:

  • King room accommodations will be provided by Council for all PAs in Bethesda, MD
  • PAs will also be compensated with $17.50/hour
  • Once hired, if PA does not live in the D.C. Metro area, transportation/travel will be provided
  • Some meals will also be provided. A detailed list will be provided upon hire.
