Overview

VTG is seeking a Senior Program Analyst to support the Naval Sea Systems Command (NAVSEA) Small Business Innovation Research (SBIR)/Small Business Transfer (STTR) program at the Washington Navy Yard, DC. As a Senior Program Analyst, will provide program and financial management for R&D projects in support of the SBIR/STTR program as a Coordinator. The Coordinator will implement new contracts and monitor active contracts for technology developmental projects. They will assist in topic development, project management, and assist in transitioning technologies to the fleet. They will be supporting PEO IWS portfolio. This is a hybrid position at Washington Navy Yard, DC.


What will you do?

  • Candidate will provide technical support for Congressional and ITAR issues, guidance on SBIR/STTR policy and directives, and technical issue resolution.
  • Coordinate with program offices within the PEOs for topic generation.
  • Provide technical review of topics to ensure innovation and R&D is described in the acquisition. Support Phase I and Phase II evaluation rosters, evaluation, selection, and contract award.
  • Provide analysis of policy and directive changes on contracts.
  • Provide program and financial tracking of all the PEO SBIR/STTR projects. Perform technical review of processes, systems, and operational documents. Provide project transition tracking and assistance in Phase III.
  • Assist Program Executive Offices with cross platform transitions.

Do you have what it takes?

Required skills:

  • High School Diploma.
  • Must have an active DOD Secret clearance and ability to sustain one.
  • 7 years of Technical knowledge and experience with Naval Warfare Systems and Resarch & Development (R&D).
  • Experienced with Microsoft Office products, and SharePoint Operations and Processes.
  • Program and financial management experience.
  • Navy Acquisition Experience and DOD R&D programs.

Preferred skills:

  • Bachelor's degree.

  • Knowledge of the SBIR/STTR program.

  • Experience transitioning projects to Navy programs.

  • Ability to work independently to accomplish program goals.

  • Experience with PEO IWS R&D program.

Pay Range: VTG's estimated starting pay range is $80,000 to $100,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
