Responsibilities

Project Overview:

The Business Development Director - HHS Portfolio will play a vital role in expanding REI Systems' presence within the Department of Health and Human Services (HHS) and its agencies, including FDA, ACF, HRSA, NIH, CDC, SAMSA, IHS etc. This role focuses on identifying high-value opportunities, driving strategic growth initiatives, and fostering long-term relationships with key stakeholders. The Director will leverage industry knowledge and insights to shape REI's business development strategies and ensure alignment with client priorities within HHS agencies.

This position requires a deep understanding of federal contracting processes, particularly within health-focused agencies, and the ability to navigate complex government environments to achieve successful outcomes for both clients and REI Systems.

Position Overview:

The Business Development Director - HHS Portfolio will play a critical role in driving the strategic growth and expansion of REI Systems' federal IT portfolio, with a particular focus on agencies within the Department of Health and Human Services (HHS) such as FDA, ACF, HRSA, NIH, CDC, SAMSA, IHS etc. This position requires a seasoned leader to lead business development initiatives that identify, pursue, and secure new opportunities within these agencies.

The Director will be responsible for developing and executing growth strategies, building relationships with key stakeholders, and ensuring that REI's solutions address the evolving needs of HHS agencies. They will leverage deep industry knowledge to shape REI's approach to business development in IT modernization, data analytics, grants management, and other services contracts within HHS.

Key Responsibilities:

    Business Development Leadership: Lead REI's business development efforts within HHS agencies like FDA, ACF, CDC, SAMSA, IHS etc focusing on identifying and pursuing new opportunities to grow the portfolio.Develop and maintain relationships with key decision-makers and stakeholders within HHS agencies, positioning REI as a trusted partner.
  • Growth Strategy Development: Develop and implement comprehensive growth strategies for key HHS accounts. Build and sustain a robust pipeline by identifying market trends, customer needs, and upcoming opportunities.
  • Client Relationship Management: Serve as the primary point of contact for HHS agencies like FDA, ACF etc, ensuring consistent engagement and communication with federal clients. Foster long-term partnerships by understanding client priorities and aligning REI's solutions to meet those needs.
  • Proposal Development Support: Collaborate with proposal teams to develop compelling proposals that address client requirements and highlight REI's unique value propositions. Provide input on win strategies and proposal themes based on insights gathered from client interactions and market research.
  • Market Insights and Competitive Analysis: Conduct market research and competitive analysis to inform business development strategies.Provide insights on federal contracting trends, budget priorities, and policy changes that impact HHS agencies like FDA, ACF etc.
  • Partnership Development: Identify and cultivate partnerships with other contractors, technology vendors, and consulting firms to enhance REI's offerings and competitiveness. Build alliances that support REI's business development goals within HHS.
  • Industry Engagement:Represent REI at industry events, conferences, and forums related to federal health IT.Stay informed on emerging trends and innovations in health IT to position REI as a forward-thinking partner for HHS agencies like FDA, ACF etc.
  • Internal Collaboration:Work closely with REI's delivery teams to ensure that business development efforts align with the company's capabilities and past performance. Provide feedback to internal teams on client needs and market demands to inform service offerings and solution development.


Qualifications

Basic Qualifications:

  • Experience: Minimum of 10 to 15 years of experience in business development within federal contracting, with a focus on HHS agencies like FDA, ACF, HRSA, NIH, CDC, SAMSA, IHS etc.
  • Leadership: Proven ability to lead business development efforts, including building and maintaining client relationships and driving growth strategies.
  • Federal Market Expertise: Strong knowledge of federal contracting processes and the priorities of HHS agencies.
  • Client Engagement: Experience engaging with senior government officials and federal agencies to build trusted relationships.
  • Pipeline Development: Demonstrated success in building and managing a pipeline of federal opportunities.

Preferred Qualifications:

  • Industry Certifications: Relevant certifications such as Project Management Professional (PMP), Certified Federal Contracts Manager (CFCM), or similar credentials.
  • Specialized Knowledge: In-depth knowledge of HHS and federal IT systems and contracting processes, particularly related to large-scale programs.
  • Partnership Management: Experience in managing strategic external partnerships and alliances within HHS and federal contracting space.
  • Proposal Management: Extensive experience in managing complex proposals and leading win strategy development for multi-million-dollar federal contracts.
  • Customer Focus: A deep understanding of federal customer priorities and ability to tailor solutions to meet specific needs within HHS.
  • Agile/Scrum Knowledge: Familiarity with Agile or Scrum methodologies in program delivery, particularly within large federal contracts.
  • Education: Bachelor's or Master's degree in Business, Engineering, Computer Science, or a related field.

Clearance: Ability to obtain and maintain a clearance is preferred.

Location: Hybrid (1 to 2 days per week or as needed in the REI SYSTEMS Sterling VA Office).
