Position Title: Business Development Director

Division: Redhawk Administration Services

Location: Remote

Position Summary

Redhawk Administrative Services, LLC is seeking an experienced and results-driven Business Development Director to lead federal contracting initiatives and drive revenue growth for our company, a Native American 8(a) organization. The ideal candidate will possess a deep understanding of federal procurement processes, expertise in managing and submitting proposals for governmentwide vehicles, and a strategic approach to building winning teams. This role will play a critical part in achieving business goals by identifying opportunities, shaping proposals, and securing partnerships to enhance the probability of win (PWIN).

Essential Duties & Responsibilities

Strategic Business Development:

  • Develop and execute strategic business plans aimed at driving revenue growth and expanding market presence.
  • Identify and mature opportunities to achieve or exceed PWIN objectives.
  • Conduct thorough GovWin and market research to identify potential opportunities, leveraging at least two searches weekly.
  • Maintain and update opportunity and customer information in CRM and pipeline systems, such as GovWin and Excel.

Relationship Cultivation:

  • Build and nurture relationships with government stakeholders and contracting officers to understand agency needs and priorities.
  • Cultivate strategic partnerships with industry resources, including subcontractors, primes, and teaming partners, to enhance competitiveness.
  • Represent the company at networking events, industry conferences, and meetings with key government and industry representatives.

Proposal and Capture Management:

  • Partner with leadership to create and submit winning, compliant proposals for federal contracts, including Governmentwide Acquisition Contracts (GWACs) like GSA MAS and OASIS+.
  • Lead and support the creation of strategic IDIQ proposals, ensuring the development of streaming teams and compliance with solicitation requirements.
  • Identify, write, price, and submit RFIs, Sources Sought and RFPs.
  • Drive development and completion of critical bid artifacts required for proposal success.
  • Support proposal teams by assisting in the creation of compliant, compelling, and competitive bids.

Teaming and Recruitment:

  • Identify and establish strategic partnerships with teaming partners to enhance competitiveness for each effort.
  • Support recruitment efforts for new contract awards, ensuring alignment with contract requirements and client needs.

Pricing and Strategic Positioning:

  • Develop and execute strategic pricing approaches for large-scale federal procurements.
  • Leverage expertise in acquisition strategies to position the company competitively in the federal market.

Business Development Support:

  • Facilitate internal briefs and meetings on business development initiatives and wins.
  • Update and submit Salesforce forms and maintain accurate pipeline data.
  • Support and represent the company at key business development meetings and events as required.
  • Lead large strategic bids and task order bids, including assembling required resources, building winning teams, win that 8a work
  • Monitor existing Governmentwide Acquisition Contracts (GWACs)
  • Acquisition analysis and planning
  • Small Business Innovation Research (SBIR) analysis and planning
  • Ability to travel as needed

Travel:

  • Travel required to attend client meetings, industry events, and conferences, and to foster relationships with government and industry stakeholders.

Education & Experience Requirements

Education:

  • Bachelor's Degree in Business Administration, Marketing, Public Administration, or a related field; Advanced Degree preferred.

Experience:

  • Minimum of 7 years of experience in federal business development, with a strong track record in winning federal contracts.
  • Demonstrated expertise in large-scale federal procurements, pricing strategies, and acquisition approaches.
  • Proven ability to manage complex capture and proposal efforts, including GWACs, IDIQs, and other strategic vehicles.
  • Strong understanding of federal procurement processes, including FAR regulations and 8(a) contracting advantages.
  • Proficiency in CRM tools (e.g., Salesforce) and opportunity management systems like GovWin.
  • Exceptional project management, organizational, and strategic planning skills.
  • Excellent communication, negotiation, and relationship-building abilities.
