Pay Range

$132,570 - $196,428Annually

$132,570 - $162,324 Annually for the 390.1 Level

$160,410 - $196,428 Annually for the 390.2 Level

Job Description

We have an opening for a Nuclear Facility Operations Supervisor. In this role, you will provide high level technical support and collaborate in the continuing implementation of Superblock projects, programs, and operations. You will ensure regulatory, and compliance obligations are met in accordance with facility safety requirements for all Superblock facilities. You will serve as a catalyst for the continuous operation of Superblock nuclear facilities associated with mission-directed programmatic work. This position is in the Strategic Deterrence (SD) Directorate.

This position will be filled at either the 390.1 or 390.2 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will

  • Ensure adherence to Facility Safety Plans, Technical Safety Requirements, Conduct of Operations (DOE order 422.1), and the Work Planning and Control manual. Analyze and interpret complex data, identify problems, and provide original solutions to problems to ensure work control documents are adhered to, and a safe working environment is maintained.
  • Lead day-to-day operations and serve as the point of contact for operations in support of startup activities, D&D initiatives and a wide array of projects that may affect the Documented Safety Analysis (DSA) for each building.
  • Develop, implement, and execute Operations related programs as assigned by the Superblock Operations Manager. Review and implement facility operations procedures to ensure compliance with applicable codes and regulations.
  • Maintain safety-related equipment records and databases, including TME, Calibration Database and eSOMS.
  • Coordinate with the training department to ensure Certified and Senior Certified training materials are current and relevant.
  • Provides supervision to a work unit or group of employees. Directly assign tasks or check on work progress assigned by others. Typically collaborates with a broad level of personnel, both internal and external to LLNL.
  • Oversee regular field presence through attending pre-job briefs, conducting safety walkdowns, and ensuring work performed in facilities is in concurrence with the DSA.
  • Act as Subject-Matter Expert and primary point of contact for the Superblock on Operations and advise and assist facility users to assure safe operation and full regulatory compliance.
  • Act as one of the primary responders for emergency response and other off-normal events in the facilities such as equipment malfunctions, alarms, and worker injuries.
  • Obtain/Maintain Senior Certified Operator Qualifications.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.

In Additional job responsibilities at the 390.2 level

  • Provide support for operational assessments when the Superblock Operations manager is unavailable. This may include interfacing with various levels of government oversight and management. (DOE, NNSA, DFNSB, etc.)
  • Serve as an adviser on Superblock operations and facility-specific issues to the SD Assurance Manager, Facility Managers, and upper management when the Superblock Operations Manager is unavailable.

Qualifications
  • Ability to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's Degree in a Computer or Engineering related field or equivalent combination of technical training and experience.
  • Significant technical knowledge and experience working in a nuclear facility, nuclear reactor, chemical, high hazard, (e.g., explosive), radiological operations, or similarly complex or highly regulated facility with administrative, Environmental, Safety and Health operations or responsibilities related to Technical Safety Requirements.
  • Advanced technical expertise and experience planning the integration and implementation of new programs and/or operational best practices; lead and developing innovative principles, theories, and concepts.
  • Experience analyzing and interpreting complex data, reporting results, identifying problems, and implementing solutions.
  • Advanced written, verbal communication, and interpersonal skills, specifically the ability to explain and present highly complex ideas, as well as to influence employees and all levels of management and work effectively in a collaborative work environment with advanced organizational skills and attention to detail, accuracy, and follow-through.
  • Ability to obtain/maintain Senior Certified Operator status including respirator certification/qualification.
  • Experience leading a team, project, and/or group. May have experience managing through leads/subordinate supervisors.
  • Advanced knowledge of and experience working with Facility Safety Procedures, Technical Safety Requirements and other Work Control documentation.
  • Significant experience ensuring safe and secure operations in complex scientific organization(s); a thorough understanding of a Work Control system and advanced knowledge of high-hazard facility procedures.

Additional qualifications at the 390.2 level

  • Extensive experience in a nuclear facility.
  • Significant knowledge of DOE policies, procedures, regulations and standards, including DOE Order 422.1, Conduct of Operations, and DOE Order 420.1C, Facility Safety.
