Primary Purpose
The position will be responsible for overseeing and conducting quality audits for Major Projects and related high pressure construction activities that include project execution, engineering, design, materials management, and construction. This includes supporting the implementation and compliance of Major Projects in quality and risk management, the PSEP quality plan, records management, gas standards and PSEP procedures as related to federal, CPUC, and local regulations, policies and requirements. Ensures compliance of quality management minimum requirements for contractors, records management, gas standards and procedures as related to federal, CPUC, and local regulations.
Duties and Responsibilities

  • Oversees Quality Management Program and Quality Audits for each functional area (Engineering, Construction, Supply (Materials) Management, etc.) to ensure that quality, performance and compliance expectations are continually met for various Major Projects. Compliance management includes operational management of Internal Audits, External Audits and Data Requests from regulatory agencies such as the CPUC, DOT and PHMSA. Responsible to develop Project Quality Plans and review 3rd party Quality Plans for Major Projects.
  • Primary strategy development and process owner for various Quality Risk program compliance components, including developing and maintaining records management system, risk and issue management system, quality auditor corrective action process and feedback loop, and quality metric development and tracking. Major Project Risk and Issue Management includes risk register management and Sempra COGNOS/TM1 Risk Dashboard management.
  • Manages Quality Risk at both a program- and project-level where quality audit results and risks and issues are analyzed and interpreted to develop metrics, identify performance and data trends and create measurable outcomes that consider both compliance and operational effectiveness for PSEP and Major Projects.
  • Collaborates with Major Projects and PSEP team members as well as other SCG/SDGE Stakeholders such as Pipeline Integrity, Field Operations, Customer Services, Marketing, Gas Control, and Gas Engineering to address quality issues, create corrective action plans, complete issue resolution and issue closure.
  • Provides support to hire, train, lead, coach and develop Quality Auditors in each Major Projects and PSEP functional area (Engineering, Construction, Supply Management , etc.) with major oversight over Quality Auditor activities, audit results, non-conformance reporting and overall project management.
  • Supports Sempra Internal and External (PHMSA, CPUC, etc.) Audit schedules, data requests and recommendations focusing on the operational and technical aspects related to high pressure engineering, design construction activities. Evaluate audit results and recommend to Policy Owner, new or enhanced policies or other institutional improvements for SoCalGas/SDGE and on a company-wide basis.
  • Performs other duties as assigned (no more than 5% of duties).


$109500 - $164300 / year

Education

  • Bachelor's degree in engineering, business or other related area or equivalent experience is required.

Experience

  • 8 years of field, construction, engineering or project management experience is required.
  • Experience in auditing (financial or non-financial), self-audits, business controls, policy and procedure implementation or similar skills related to PMO execution is required.
  • Experience in field engineering, construction operations, gas, petrochemical or utility operations and other similar hands-on or on-site field knowledge is required.

Knowledge, Skills and Abilities

  • Ability to systematically review processes and propose innovative solutions that involve technical, operational, and economic elements, which may lead to new concepts and methodologies.
  • Ability to assess the potential financial impact of project on the Company, as well as the impact on existing Company facilities, operations, marketing and regulatory philosophies.
  • Ability to develop and implement strategies for meeting regulatory requirements while achieving company objectives through regulatory responses and support.
  • High level of tolerance and endurance for ambiguity and complexity leading to decisiveness and efficiency in solution-oriented decision making.
  • Bringing concepts through project execution and implementation is key.
  • Knowledge of Quality Auditing, Risk and Project Management frameworks and the ability to create high level roadmaps or flowcharts as well as detailed procedures or instructions.
  • Knowledge of industry standards in Six Sigma, Project Management, Total Quality Management, Continuous Process Improvement and Control and Change Management to develop, implement, and assess action-based solutions.
  • Willing to travel within the Company's service territory and work extended days and off-hours to accommodate Major Projects or PSEP construction schedules, when needed.

Licenses

  • MBA, Master's Degree or applicable Professional or Industry certifications is desirable such as PMP, CWI, Certified Radiographic Interpreter, NACE, etc. is preferred.
